State-owned enterprises are an important part of China's national economy and one of the important subjects of national macro-control.Tobacco industry as the most special state-owned enterprises,because of its absolute monopoly status,has been given to the public a "high welfare,low quality,monopoly,arrogant" negative impression,within the tobacco industry,the sense of responsibility is also ignored.With the deepening of the Reform and Opening,China has joined the WTO,the international tobacco control situation is more severe;since the 18 th Congress,the supply side of the structural reform to the entire national economy blowing a strong wind of reform,the tobacco industry has begun to change,These changes have made the tobacco industry have to focus on its own sustainable development,they also gradually realized the importance of fulfilling the social responsibility,awaring of the importance of establishing a responsible corporate image.But the real problem is that the tobacco industry for the implementation of corporate social responsibility is less,but also relatively fragile,the tobacco industry has its own distinctive characteristics,both inside and outside factors make the tobacco industry to achieve social responsibility and to change their own image is very difficult.In my opinion,although the tobacco industry is very special,after all,it belongs to state-owned enterprises,state-owned enterprise social responsibility theory should also apply to the tobacco industry.Therefore,based on the Carroll "pyramid frame",this paper combines the Chinese scholars Xu Shangkun and Yang Rudai on the corporate social responsibility and divide the corporate responsibility into two aspects: internal and external.And the moral aspects of this framework as a theoretical framework for the study of the social responsibility of the tobacco industry.In this paper,i choose the empirical analysis method and select the Tobacco Monopoly Bureau of A city as the empirical research object,and the social responsibility is analyzed according to the above theoretical framework.Through the investigation,it is found that the Tobacco Monopoly Bureau of A city has the following difficulties in the implementation of social responsibility: First,the low level of social responsibility awareness,appearing in the concept of social responsibility is poorly understood,customer orientation is not clear,the legal awareness is weak;secondly,lack of social responsibility construction,appearing in the lack of corporate culture,lack of socialresponsibility to fulfill the mechanism,lack of people-oriented;the third is difficulties to fulfill the social responsibility,appearing in the economic growth is weak,public welfare predicament,and the weakness of the employment promotion.The objective reason of the dilemma is the particularity of the tobacco industry and the theory of the social responsibility in whole industry developped slowly.The subjective aspect is that the incentive mechanism is unreasonable,the ideological emphasis is insufficient,the government decree is insufficient and the lack of public supervision mechanism.In view of the causes of the problems,the following countermeasures are put forward: perfecting the incentive mechanism,improving the quality structure of the personnel,strengthening the guiding function of the government decree and build a broad participation in the monitoring mechanism.The innovation of this paper lies in the combination of the two theoretical frameworks to form a targeted theoretical framework.At the same time,we choose a specific research object,combine the theoretical framework for empirical analysis,make the research more targeted and more detailed,Through the research of one point,extend to the whole industry,which provides some reference value for the fulfillment of social responsibility of tobacco industry.
