Due to the great development of global science and technology and the arrival of the era of knowledge economy,China's business research institutions must accept the challenges ahead,but also ushered in the development of opportunities.The competition of the contemporary world economy is no doubt that the talent strength of the competit ive.The scientific research talent is the first productivity who is the key factor in the development of business research institutions.The XX Research and Design Institute should be responsible for the development of the national energy science and technology in the field of important duties.The scientific research person is the most valuable resource.The scientific research personnel of the XX Research and Design Institute of are the most active factor.The scientific research personnel are different from the general staff,who are engaged in mental work group,are the main force of scientific research innovation and the transformation of scientific research achievements.They generally have a high IQ and quality as well as a strong ability to innovate,who are hoping to achieve self-worth.Through the investigation and analysis,it is found that the main problems in the scientific research personnel in the XX Research and Design Institute are the unreasonable talent structure,the low enthusiasm and the high mobility.The unreasonable structure of talents means the unreasonable age structure,unreasonable academic structure,and the unreasonable professional level.The research personnel are not satisfied with the scientific research environment,the investment of research funds and the results of the distribution of dissatisfaction.The research personnel in the XX Research and Design Institute have no confidence of the performance appraisal and incentive.The brain drain of the XX Research and Design Institute of scientific research team is larger,which shows a trend of blind flow.The XX Research and Design Institute do not analyze the reason of the brain drain.They do not control the brain drain effectively.However,the fundamental reason of these phenomena is they do not practice the human resource management theory well.The specific aspects of the research of talent management such as recruitment,training,evaluation and incentive problems also have problems.There are some reasons about the phenomenon.Such as the simple recruitment.The process training form is also too single and simple,and the training funding is not enough,and career planning is not scientific.The problems of training and training lead to the increase of enthusiasm and mobility of scientific research personnel.Assessment indicators focus on short-term benefits to the neglect of long-term goals,which is short of flexibility,poor feedback mechanism.The mechanism of evaluation and evaluation will also affect the enthusiasm and liquidity of scientific research personnel.The XX Research and Design Institute of the incentive target awareness is not enough,and they pay attention to material incentives to ignore the spirit of motivation and lack of punishment missed.They also only have positive incentives,but no negative to the punishment.Performance incentive will affect the structure,enthusiasm and liquidity of scientific research personnel.In view of the above problems,this paper tries to put forward some suggestions for improvement.We must first establish the concept of talent and create a good environment for scientific research,and create the good academic atmosphere.The open attitude in scientific research and the decrease of the administrative intervention are also very important.We must optimize the management process: recruitment team,recruitment planning,recruit ment selection must be suitable;scientific research to various forms of training,the establishment of long-term mechanism of talent training,and the promotion channel;clear evaluation principle,standardize assessment process,and focus on the evaluation of feedback;dual incentive for scientific research personnel with material and spirit,positive incentive and negative way to punishment combination,and adopt a comprehensive and systematic research on the salary system of personnel management and incentive.It is necessary to implement the effective measures to enhance the concept of the comprehensive management mechanism.It also needs to optimize the environment of scientific research to achieve human resources management optimization research.Finally we give full play to the advantages of human resources and strength.It can finally make great progress and outstanding achievements in scientific research in the field of energy technology,which is also the significance of this paper and some attempts to solve the practical problems of scientific research personnel in the XX Research and Design Institute.
