After entered into the twenty-first century,the competency model as a bridge between enterprises and employees,has been more and more applied to personnel selection,performance appraisal in human resource management,such as post competency model has become the field of human resource management to be bestowed favor on newly.The knowledge economy era,the competition between enterprises is essentially talent competition;the discretion of the employee competency in to some extent determines the success or failure of the enterprise.This study based on the theory of competency and competency model have been established research to explore how to build electronic enterprise employees' competency evaluation index system.Based on the electronic enterprise information technology personnel of company A as the research object,through the study of previous scholars summarized,relevant literature analysis,behavioral event interview,questionnaire,expert discussion and other technical means,to A company's information technology personnel of post competency has carried on the exploration of empirical research.From the Angle of theory combined with the actual,probes into the current electronic enterprise information technology personnel need what competency to gain high performance factors and combining the company actually build the competency evaluation index system of information technology personnel.The core of the paper is in the fourth chapter,the electronic construction of enterprise information technology personnel competency evaluation index system.Mainly includes the characteristics of the electronics industry and current situation of quality management in A company as research object,analyze the present situation of information technology personnel position A company is pointed out that building A company necessity and urgency of the information technology personnel competency evaluation index system.And then determine the method and process of model building and on the basis of actual situation and the present situation of information technology personnel positions A company model.It is concluded that the information technology personnel needs 4types 15 competency factors: personal attributes competency(achievement orientation,confidence,tenacity,focus),knowledge,skills,competency,professional and technical ability,learning ability,thinking ability,innovation ability,interpersonal competence(communication skills,team cooperation ability,language ability,coordination and strain capacity),values(customer consciousness,service consciousness,responsibility consciousness).The possible innovations of this paper mainly reflects in: summarizing predecessors on the basis of theoretical research and empirical research,build the competency Evaluation Index System of electronic information technology personnel,it is concluded that the 15 factors of the information technology personnel competency evaluation index system and its definition and classification and the weight of each factor is obtained.This can be helpful to the research to electronic information technology personnel competency evaluation index system.
