Both Competency and Job Qualification are introduced from foreign countries to China.Since 1990s,the domestic academic began to study.In the field of enterprise management,in 1998,HUAWEI Company had willed the staff management system from Competency to Job Qualification,after five years,they had achieved greater success.Then,Because of the management of the Job Qualification in some areas,such as applying in talent review.talent selection.compensation benefit and performance management,etc.,it has the advantages of easy to implement and easy to see results.So,the research in the academic and business circles is more and more.However,many researches on the Job Qualification was carried out in overall aspects,such as the significance of the system?the construction of the whole system?the basis of design and application,but there was less research on the standards system design(including the competency standards design),and less in terms of the study of competency standards.For this purpose,this paper studies the competency standards as the object of study.With the deepening of the study of the qualifications,the business community believes that the invisible capability is also a part of the competency standards.Therefore,this study from the Competency based,through the analysis of the content and relationship of Competency and Job Qualification,explores the framework for the construction of competency standards.This paper selects the competency standards of enterprise R&D personnel as the object,on the one hand is the research process of competency standards have a definite object in view,avoiding empty tedious;on the other hand,science and technology is the first productivity,enterprise R&D personnel is the core competitiveness,and the research of the paper is not only based on the literature,but also can be better used in enterprise practice.Therefore,this paper studies the competency standards of enterprise R&D personnel in the perspective of Competency,through the relevant literature research on Competency?Job Qualification?competency standards and enterprise R&D personnel,application of some research methods,such as Delphi Method,Behavioral Event Interview,Expert Meeting Law,Benchmarking analysis and so on,explores the framework for the construction of competency standards,and finally take the case of Powerbooster company to be implemented to verify.The research conclusion shows that it is effective and can be implemented to construct the competency standards framework of enterprise R&D personnel based on Competency.
