Less Developed Areas,Scientific And Technological Innovation,Approach Taking Ji'an City As An Example

As a public administration department,local governments provide public goods such as technology,defense,education,information and other public goods.There are some common features of the management of technology management and other public goods,but there are some differences.Practice shows that there are two cases of market failure and government failure.Because of science and technology service there is a huge risk,high investment does not necessarily bring huge benefits,transformation of scientific and technological achievements,knowledge output will weaken the existence of problems,such as by the market,technology only depend on the government doesn't work,but also by means of some markets.Science and technology management,on the other hand,also can't completely to the market main body,after all,science and technology products also have the public,such as popular science education,medical basic research can be done is not personal.In particular,the "high point" science and technology of national defense security needs to be conducted by the state,all of which determine the need for government to conduct scientific and technological management.Economic growth is a topic of common interest among many scholars.Especially with the development of society and economy,as the traditional method such as investment,consumption and export on economic stimulus effect is not obvious,with more attention paid to the role of science and technology innovation on economic growth.Many countries and regions have put forward the idea of using science and technology to develop the economy,and have conducted research on the regional science and technology innovation system,and have achieved fruitful results.In general,there is more research and innovation in the developed areas than in less developed areas.This article attempts from the less developed areas of scientific and technological innovation in the empirical study,in the perspective of China W city in central China,the anatomy of the sparrows,creatively on the basis of the theory of public management theory of science and technology,Matthew benefits to the local government science and technology management work,especially the local government failure in the management of science and technology for several reasons,then W city science and technology innovation management work for case analysis,certain results,points out existing problems and analysis the reasons of the problems,and puts forward corresponding countermeasures and Suggestions.Finally,the conclusion of the paper summarizes four Suggestions for the innovation of science and technology in less developed areas.
