On Heilongjiang Province's Undertaking Industry Choice Raised By "Silk Road On Ice"

With the deepening of the "supply-side" structural reform,the development model of Heilongjiang Province,which is dominated by resource-intensive industries,also needs to be changed.Therefore,Heilongjiang Province needs to more efficiently undertake the transfer of high-quality industries at home and abroad to local areas to optimize the industrial structure of Heilongjiang Province,so that the overall economy of Heilongjiang Province is healthy and rapid development.The initiative of General Secretary Xi Jinping to build the "Silk Road on Ice" with Russia is not only an important extension of the country's "Belt and Road" initiative,but also an opportunity to further promote the northward shift of China's industrial layout.Against this background,this article embeds Heilongjiang's undertaking industry selection into the overall strategy of the "Silk Road on Ice" construction,and systematically analyzes how the Heilongjiang Province should move under the industry transfer trend promoted by the "Silk Road on Ice" construction Combining the development foundation of the industry with the development opportunities of the "Ice Silk Road" construction,we will choose the industry to be adapted to the local conditions,and then put forward corresponding countermeasures and suggestions based on the selected industry to achieve the purpose of improving the industrial carrying capacity of Heilongjiang Province and optimizing the industrial structure.Specifically,the research content of this article is as follows:First of all,this paper starts from the domestic and foreign research literature on industrial transfer and industry acceptance,systematically analyzes the relevant theoretical foundations supporting this research,summarizes the existing research experience,and draws on the research perspective of existing research results to find the footing of this paper Points and research directions.Secondly,this paper systematically analyzes the impact mechanism of the "Silk Road on Ice" construction on China's industrial transfer using the research results of related theories.Promote the economic and foreign trade development of northern provinces,and the overall industrial layout will realize the trend of "northward transfer".Thirdly,this article further analyzes the internal foundation and external environment of Heilongjiang's industrial undertakings in the context of the "Silk Road on Ice".It analyzes the feasibility of industrial undertakings in Heilongjiang from two perspectives: internal and external factors.The evolution of the trade structure of countries along the "Silk Road on Ice" analyzes which industries have transfer trends and development potential.On this basis,this article establishes an index system for undertaking industry selection based on the principle of undertaking industry selection and the basis of Heilongjiang's own industry development,and further uses the coefficient of variation method to determine the weight of each index,and selects a highly advantageous industry in Heilongjiang.Based on the analysis of the related industries with a transfer trend,the key industries in Heilongjiang Province under the "Silk Road on Ice" background were finally selected.At last,from the perspective of empirical research results and theoretical perspectives,at the macro,middle,and micro levels,this article explains how Heilongjiang Province can efficiently undertake relevant transfer industries under the construction of the "Silk Road on Ice",so as to optimize Heilongjiang The purpose of the provincial industrial layout and industrial structure.
