Study On The Selection Of Leading Industry In Heilongjiang Province Under The Perspective Of Longjiang Silk Road

Leading industry plays a decisive role in the entire region's economic development speed and direction as a regional economic development growth pole.Since Heilongjiang province in the implementation of the strategy of revitalization of the northeast old industrial base,the economic level has been greatly developed by using their own advantages to play a leading industry.However,the traditional industrial development ignorant of the pursuit of economic benefits and overly dependent on resource conditions.On the one hand the natural environment caused great adverse impact,on the other hand,the development cost of resources is also increasing which seriously affected the province's economic sustainable development for a long time,development of the economy at the same time pay attention to ecological protection is imminent.In 2013,the general secretary of Xi Jinping put forward the great strategy of “One Belt and One Road”.Under the guidance of this strategy,the Heilongjiang provincial party committee and the provincial government seized the opportunity to put forward the construction plan of “Longjiang Silk Road”,which creates the conditions to change the location disadvantage and to cultivate economic development of the entry point of Heilongjiang Province.On this occasion,introducing ecological factors into the select the process of leading industries to explore the Choice and Development of Dominant Industry in Heilongjiang Province in order to play the dominant industry advantages better,handle the relationship between environmental protection and economic development properly,form harmonious development of the new pattern between human and nature which is of great significance to promote the construction of beautiful Longjiang.Firstly,the paper discusses the research trends of the selection of leading industries at home and abroad,explains the basic concepts of “Longjiang Silk Road”,leading industry,basic industry and pillar industry,and studies the theory of sub-regional cooperation,sustainable development theory and Industrial structure theory.Secondly,start from the problems in the selection of traditional leading industries,this paper puts forward the new requirements of leading industry selection and establishes the selection index system of leading industry based on the benchmark of industry scale,comparative advantage benchmark,industrial correlation benchmark,labor employment benchmark and ecological control benchmark,and introduces quantitative indicators.Select the 15 economic indicators of 24 industries in Heilongjiang Province with SPSS 21.0 statistical software,analyzing quantitatively of Industrial Industry in Heilongjiang Province by using factor analysis,combined with the industrial structure and development trend of Heilongjiang Province,the development of three industries and national policies,industrial environment qualitative analysis at the same time.Ultimately determine the priority development of Heilongjiang Province should lead the industry under the perspective of Longjiang Silk Road,including border trade,tourism,oil,natural gas and coal mining and processing,gas,electricity,heat production and supply,food processing and tobacco manufacturing,chemical industry,equipment manufacturing and green food industry.The results of the analysis are in line with the social and economic development of Heilongjiang Province,with its scientific nature.Finally,the countermeasures suggestions for the selection of leading industries in Heilongjiang Province are put forward to rationally adjust the industrial structure and promote the economic development of Heilongjiang Province according to the analysis results.
