With the advance of marketing economy, China's existing urban credit cooperatives and rural credit cooperatives began to merge and form of city commercial bank, regional bank,and large and medium-sized state-owned commercial banks and foreign banks which composed of China's banking system. Through the development of several years,these commercial banks have overcome their own disadvantages, and have formed an increasingly fierce competition in order to create unprecedented opportunities for development.Competition can not do without talent, competition is the talent competition. In the banking industry, the competition is so intense today. A good system and incentive model is the most effective way to attract and retain the talent of commercial banks.According to the current situation of human resource management in L bank, this paper points out the existing problems of employee motivation,and analyzes the causes of employee incentive problems. According to the analysis of the content and double ladder incentive theory, the essay analyzes L bank employees in respect of hierarchy of needs, career maturity curve and career cycle by using the of human resources management theory and method. It affirmed the L banks to build a double ladder incentive mode of necessity,clear the principles to establish the incentive mode of the double ladder, L bank employees incentive ladder model was established. The basic content of the incentive model has two aspects, one is the construction of the organizational structure, the second is the relevant process and system refinement. The establishment of the double ladder incentive model of L bank has widened the way of establishing the incentive model for the city commercial bank. At the same time,this paper puts forward the construction of the enterprise culture,enterprise strategy, human resources training and other aspects of the construction of the L bank double ladder incentive model of security measures.
