Research On The Operation Of Hubei Province Regional Airport

The rise of central provinces, the development of western China, the revitalization of the northeast old industrial bases are called the three national strategic policies.Compare to other provinces, Hubei Province have obvious advantages in the economy,science education resources, and transportation. Hubei economic rising plan will bring great benefits to its tourism and logistics, which will provide new opportunities for the air transportation. Although in recent years several regional airports, such as Wudang and Xiangyang Airport have got great achievements, but the other regional airports are troubling by great losses in business, heavily financial subsidies and original development plan and so on.In this paper we analysis the management and operation of aboard regional airport.At present, the government adopts the financial subsidy for the airport business dilemma.However, the subsidy policy is created due to the ownership of the central government to the airport. And the annual passenger throughput is the main reference standard for the subsidy policy. Now the airport belongs to the local government, this simple reference standard cannot be a good reflection of the differences and particularity between various regional airports. Also the airport should has two functions of public welfare and management,a simple classification is not conducive to the development of regional airports in remote areas. Based on the current situation of regional airport. this paper proposes that the current subsidy policy should be adjusted to a segmented, accurate and flexible policy. And then further set up business model which is government-led, airport and enterprise joint. The government subsidies shall withdraw from the good operating airport gradually, and focus on the main financial resources to help those airport which need to perform more public service functions. The government should play a good role as the leader of the airport and the enterprise, and put forward policy such as increasing investment in mutual benefit, special policies in special areas, government and airport cooperation to cut costs, and To vigorously develop the service. Finally, the valuable prospects and recommendations are proposed for the other regional airports.
