Research On Demands And System Design Of Peasants' Old-age Security On The Background Of Land Transfer

Along with the high speed of land transfer and peasant's mobility in our country, the traditional mode of farmland's security is now facing a lot of risks. The current social security system for migrant peasants exists fundamental institutional defects:fee rate and base is high, long years of paying fee, differences for regional policy, difficult for transferring, etc, to add up with three situations:the insurance of our society which is not perfect leads to the lacking in legal responsibility for the government, enterprises refuse to pay and farmers cannot benefit from the current system, all these reasons cause the result that the participation rate for insurance is low while the rate for quitting is high. Through this survey, we can see that peasants are not willing to par for their insurance, besides the background of land circulation, the weakening of farmland and family security make the peasants participate in social security in a high desire, while existing old-age insurance policy for peasants cannot satisfy their requirements.Combined with the new rural endowment insurance which requires high echo from peasants, we construct a new set of peasants'old-age security system, including the common endowment insurance, pure voluntary compensatory endowment insurance and insurance of compulsive deposit endowment for peasants. Compulsive deposit endowment insurance is of a single individual account, the financing mode, slightly below the town worker's fee rate and the commercialization of account management mode, the current system can effectively solve the problem of transferring, effectively safeguard peasants'old-age security interests, with simple operation, low cost management, having the very strong practical significance. Through our subsequent investigations, this kind of our new peasants endowment insurance system get satisfactory from peasants and can be proved to be feasible to some extent.The implementation of new social security system for peasants requires some setting conditions to support, mainly including:formulating and perfecting relevant laws and regulations, to improve peasants' consciousness of insurance, strengthening policy propaganda, to ensure the fund for peasants running safety, to maintain and increase in value, strengthening government's input and policy supporting, etc.
