In recent years, with the continuous strengthening of China's comprehensive national strength,the rapid upgrading of the level of weapons and equipment,China's military trade industry is facing a rare opportunity for development, showing a vibrant development trend.According to a recent report released by the Swedish Stockholm Peace Institute (SIPRI), the world's arms trade in the past five years has been the highest since the end of the cold war,and the main factor boosting this growth is a significant increase in arms trade in the Middle East and Asia-Pacific regions. China followed the United States, Russia, ranked third in the world. In the face of advanced management perspective and methods of Western competitors,the traditional project management has been unable to help enterprises in the international military market a firm foothold, and the traditional financial management can not guide enterprises to efficiently allocate resources,implementation strategy. To break the past to the administrative functions of the management level, the formation of the project as the core give full play to the role of financial management to ensure the smooth progress of the project financial management concept came into being.In this paper,by comparing the similarities and differences between the project financial management and the traditional financial management concept and combining with the characteristics of project operation of aviation military and trade enterprises, it is concluded that the financial management of aviation military trade enterprise project is based on the project as the dimension of the price system, target price management, target cost management, fund management, financial risk management, financial performance evaluation management etc., for the project to provide full value chain services and support.The present paper makes an in-depth research on the project financial management practice of A project of X aviation military trade enterprise,analyzes its operation system,structure and current status. Based on shortcomings of the A project in terms of pricing and target price management,target cost management,fund management,financial risk management,financial performance evaluation management, this paper puts forward some reasonable optimization advices such as improving the pricing technology,establishing the state change system to lock the target cost, the passive protection to the active management to improve the project cash flow,perfect the systematically financial risk management framework,improve the financial performance evaluation caliber, and establish the post-project evaluation system, which will help the A project management level has been further improved.Considering the international situation is complex and changeable, the international economic recovery slowly, the increasingly fierce competition in the military trade, the RMB is facing greater pressure on the appreciation of uncertainties in the growing situation, the aviation military trade business strategy to achieve more and more of the uncertainty,only to establish a scientific and efficient operation of the project financial management system can make more reasonable match the aviation and military trade risks and benefits to a higher risk tolerance to develop more market business, access greater security benefits, so as to promote the company's military trade business continued healthy and rapid development.This paper also provides practical suggestions for the strengthening of the project financial management system for domestic military trade and other foreign trade enterprises.
