Financial Control Study On Project Management Of Aviation Scientific Research Institution

Aviation, which is one of the most significant areas of national defense, has been taken on a mission of territorial integrity guarding in national affairs. As high technology and great support for national economic development industry, there exists some specific characteristics within the research work of aviation, such as, highly difficult on engineering, highly knowledge-intensive, which need the support of the whole national aviation force, as well as possessing long-term cash flow, which brings highly risk of starting a research program on the human resource and especially on the capital and financial management. Therefore, aviation research institute start such a project and make it go smoothly to a successful end, not only the project funds management should be enhanced, but also the financial control needs to be raised during the whole project.In this paper, firstly, the project management is summarized to define the management, characteristics and the frame-work analysis of project management. Then, the project management model in the research institution is proposed, as well as the present status of financial control and the problems turned up in project management. Based on the problems in project management, this article presented the measurement for improving the financial control by setting up the professional and rational quotation system and financial control in management project. Based on the theoretical research and practice summary, M Aircraft Institute (MAI) is presented as an example to illustrate the financial control in project management, Then analysis and demonstration of the aviation research institute feasibility and practicality of financial control in project management improvement measures, and finally to prospect MAI of project management and financial control.
