Xi'an Telecom WIFI Construction Project Management Improvement Program Research

While the rapid development of communication industry,the company in communication field got fierce competition to sell their products to the market.Recent years,Chinese government has encouraged investment in IT industry,introducing VNO(Virtual Network Operator),funding China communications facilities services Limited by.Share Ltd,this threats the Monopoly of traditional ISP(China Telecom,China Mobile etc.).Follow the route map what is "one abandon、two become、the new three" that CT raised in 2013,The quality requirement of projects is increasingly strict.CT branch of Xi’an as a part of IPSs,it’s project management theory and methods are still relatively old and got a very weak basis.Firstly,this paper lined out the projects and project management theory,studied the matrix management theory which applied to large enterprises.Secondly,introduced a engineering project---WIFI project of China Telecom cooperated with China Construction Bank in 2013, analyzed it’s management structure,pointed out the deficiency of Xi’an Telecom’s project management,and why the deficiency happened,all of above made the foundation of improvement of management system of Xi’an Telecom。The third,we optimized Project Schedule Management in Management System of Xi’an Telecom.Also based on problems existed in Xi’an Telecom’s Project Schedule,we developed a optimization scheme from 5 dimension---Design of Management Framework、Department of Project Management、Project Schedule Management、Project Communications Management、Project Evaluation and Review Management.Finally,optimized scheme of WIFI Project Management System is applied to the project,we compared the results and estimated come out.
