Project construction management of China's construction enterprises has gone through more than 20 years. Project construction management of modernized significance has gradually developed accompanying a lot of problems and shortcomings. Especially in recent years, in the context of China's gradually perfect market economy, it is required constant innovation in practice and exploration of modern construction projects construction management model with Chinese characters to adapt to the development of productive forces, meet the needs of market economy and adapt to corporate culture as well as brand effect enhancement. Aiming at the application of project management in the highway construction phase, relying on the freeway Jining to Fengzhen (Meng Jin boundary) of trunk national highway Erlianhaote to Hekou, this paper proposes the key application control points in the project management of highway construction phase from several aspects as construction project management organization, project schedule management, project quality management, project cost management and project evaluation and assessment.The study revealed that scientific and rational project management organization is a prerequisite for smooth implementation of projects, and it plays a decisive role to achieve management objectives of project implementation as quality, schedule, effectiveness, etc. Rational project management organization design is an important guarantee for the success of projects. Science and carefully project schedule plan, effective control, adjustment and revise during implementation, accompanying scientific construction program, advanced construction technology, adequate material supply and stringent reward and punishment mechanism not only ensure the achievement of project schedule objectives but also contribute to improve quality and reduce construction costs. It ought to implement a total quality management approach in Project Quality Management with strict all-personnel and comprehensive quality control and management in the whole process for the aspects as personnel, materials, machinery, construction environment, construction procedure, technology management, etc. it is needed to quality assurance system for quality defects and to formulate prevention and control measures for quality common faults, key technologies and key procedures. Responsibilities must be implemented on specific persons thus enable to effectively overcome and correct project quality defects which are formed easily in the process of construction. Meanwhile, the daily quality management should be strengthened. Excellent quality is not only the linchpin to ensure schedule, but the foundation to create effectiveness. In project cost management, the implementation of the responsibility cost management and integrated project contract system are the effective measures for project cost management. It is available to organize new technologies construction, to change design, claims, and to earn more income and cut down expense by technological superiority for the achievement of effective construction cost reduction and full economic benefits of the project. Whenever possible, quantifiable indicators should be used in evaluation and assessment for date demonstration. Objective and fair evaluation and assessment of project can reflect achievement of project management objective, can summarize project management experience, improve project management level, and be a reference for future project management. Meanwhile, to set up objective and responsibility system and indicator contract system, which are of clear objectives, quantified targets, exacting responsibility, fulfilled evaluation and assessment, can really inspire and enhance everyone's sense of responsibility and enthusiasm. The application of research results on Jifeng freeway construction is of good effect by achieving good economic and social benefits.
