Research About The Upgrading Of China Services Industry Under The Global Value Chain

Although since our country joined the world trade organization,the trade scale is growing rapidly,but the quality of growth is not as well as predicted.For a very long time,our country,s service industry participated in the international division of labor,embedded in labor-intensive production with comparative advantage of cheap labor cost and natural resources.Although in recent years our country trade growed rapidly,but only earn meager labor income,consuming a large amount of precious natural resources at the same time.In contrast to the large trade scale,the output of the unit value of labor and natural resources is extremely low.Therefore,how to get to the active position in pattern of profit distribution,how to get rid of “path dependence” and“low-end locking”,and finally achieving industrial upgrading under the global value chain has important significance to the development of service industry in our country.Based on the above consideration,firstly,this article analysis related domestic and foreign literature about the global value chain and services industry;Secondly,based on two dimensional analysis framework:the embedded position of globalvalue chains and the value added ability,this article puts forward eight upgrading pathes about the service industry theoryly;Then,by using the data of 1995-2011 in WIOD database(namely WIOTs),this article analysis chartly the value-added ability and the embedding position about China,s service industry.The results showed that the overall value added ability of service industry is lower than the world average,capital intensive industry,knowledge intensive services and public services,value-added ability is declining,only the labour-intensive services,value-added ability show positive development trend.Our services industry have three main problems: low-end locking crisis,unbalanced internal development,weak international competitiveness.Deeply ingrained Labor comparative advantage,lacking of core technology advantages,controlling from multinational companies was the cause of the three main problems mentioned above,the rising of China's service industry in the global value chain and the transformation and industry upgrading has yet to begin from the three aspects.Finally,under the basis of theoretical analysis framework and data analysis,this article draw the specific upgrading path to the service industry in China.The optimal upgrading path for labour-intensive services: model(2)? model(3);Optimal upgrading path for capital intensive services: model(1)? model(1)? model(4);The optimal upgrading path for knowledge intensive services: model(2)? model(2)?model(4);The optimal upgrading path for public services: model(2)?model(2)? model(3).On this basis,in order to upgrade services industry in China,this paper argues to provide policy support from macro,meso level and micro level.At macro level,the country can upgrade the structure of factor endowments,change the existing elements,comparative advantage;Build the positive atmosphere of technological innovation,perfect the protection system of technological innovation.Atmedium level,the following regional measures can be taken: to strengthening the regional development under the background of the global value chain,forming effective industry synergies between associated industries;reducing the cost of offshore to attract high technology to locate in appropriate region in our country.Atmicro level,the enterprise can strengthen the association between supply and demand in the upstream and downstream of the value chain,especially strengthen the contaction with driven multinational enterprises.
