Research On The Organization Of Rural Tourism From The Perspective Of Rural Governance

The prosperity of rural tourism points out a new solution for the problem of agriculture,countryside and farmers in china.However,rural tourism with high economic benefits cannot always bring good social benefits for the village.Some of the rural tourism management rights are in the hands of the government or large capital,which resulting in the interests of the village marginalized,the villagers are still out of work,and the village has lost the authenticity of the community.The successful development of rural tourism requires not only a good resource endowment,but also a reasonable organization model.In view of this problem,this paper studies the organizational structure of rural tourism from the perspective of rural governance:(1)Select 3 typical cases of rural tourism,combing with different development mode in the relevant subject participating in the rural space resources utilization and management,and the resulting economic and social benefits.(2)Compare the benefit game relationship between different rural governance models of 3 cases,summarize the similarities and differences among them,and explore the deep reasons for realizing the social benefits of rural tourism.It is found that the realization of social benefits of rural tourism cannot be achieved without the participation of the government,village collective and villagers:(1)The villagers and the village collective can realize the validity of participation by clarifying the property right boundary and further giving the right,thus reducing the transaction costs of rural tourism development and protecting the social authenticity of the village.(2)The government should provide relevant policies for the protection of private property rights.In addition,it should also provide the output and management of public resources with fuzzy property rights in the rural tourism.These two aspects jointly promote the further development of rural tourism market order.(3)The orderly development of the market will bring positive feedback,prompting the government to respect the laws of the market,to innovate policy to meet market demand,forming a benign governance mechanism for two-way interaction between government and market,the path of which should be based on different levels of local conditions of economic development.
