The Research Of Peasant-workers House Reserved Fund System In Anyang Henan Province

Since China’s reform and opening up policy,peasant-worker is a new type of work force emerging in China’s industrialization and urbanization.Peasant-worker,which is a new type of work force emerging in the process,has become an important part of industrial workers in China and make a major contribution to China’s modernization.Peasant-worker has the direct relationship with the development of rural economy,the increasing of farmers’ income and China’s social and economic development,which must be highly valued.However,the peasant-workers,most of who are slovenly,do not pay attention to their health,the urban rules,and the civilized habits,so the impression of citizens to the peasant-workers is low grade.The word,peasant-worker,means the discrimination of the citizens to the migrate work-force.In fact,thousands of peasant-workers also want to have their own house in urban areas by their own efforts and enjoy the same social security system with education,health care system,employment opportunities and entertainment.Although most peasant-workers work hard and decrease the quality of life to save money,the significantly high real estate price prevent them to achieve their dream.China ’ s government has provided a series of policy to improve the peasant-workers ’ life quality,however,the current house reserved funds policy is mainlyfocus on the employees in government department and big corporations who have stable incomes and enjoy the housing welfare.The current house reserved funds policy cannot solve the problem that peasant-workers cannot afford to have the own house in urban areas.The target of involving the peasant-workers in the reserved funds policy is to improve the living level of migrant workers and ensure they can have their own houses and their life quality.In this research,the elements which are related to the choices peasant-workers to housing reserved funds system are analysed by the logit multiple factors progression modle.The date in this modle are from the 500 questionnaires which are collected from the peasant-workers in Anyang,Henan Province;The elements which are related to whether the employers offer the housing reserved funds to the peasant-workers are analysed by statistical qpproach.The date in this statistical analysis are from the 100 questionnaries of investigated employers.The relationship between the government,the enterprises and the peasant-workers related to the housing reserved funds system is studied by the field investigation.From the government’s prospective,it is the government’s duty to take thepeasant-workers into the housing reserved funds system.The government should take positively action on ensuring that the peasant-workers can have the same right as the citizens in the urban areas to achieving the aims of urban-rural integration development and social stability.From the aspect of the enterprises,they negatively offer housing reserved funds to the peasant-workers,because this policy will increase the management expenses and decrease the enterprises’ profits.From the peasant-workers’ own prospective,some of them who want to migrate from the rural areas to the urban areas have the willing to take part in the housing reserved funds system,but the others prefer to keep money in their bank accounts.It is necessary to involve the peasant-workers into the housing reserved funds system.The government should perfect the system to narrow the gap of deposit between the rural residence and urban citizens by offer more housing reserved funds assurances opportunities to migrant workers.From the long-term aspect,involving them into the housing reserved funds system is significant part of comprehensively deepening reform.In summary,there is lots of difficulties in this process,however,the housing reserved funds system can offer funds to those who really need and improve the social equity.
