Peasant worker do great contributions to our economic development. But they can not enjoy services suppled by government of employment, medical security, education. Their living condition is too poor, so as their house condition. To solving housing problem of peasant worker is an important part of maintain social stability and constructing harmonious society. Housing problem of peasant worker was given great importance by the central Party Committee and the government, a series of Policies had been Promulgated. It is very meanful to do further study and build a scientific and feasible countermeasure system.This paper does further study and build a three stages countermeasure system on the basis of previous studies, summarize practical experience of many cities and the strategic planning of our country. Giving an in-depth analysis of housing problem of peasant worker from three aspects: the law of social development, institution reasons and self-reasons of peasant worker. Holding an idea that the problem must be solved by stages. Studing the government's understand and general idea of peasant worker by explanation elated policies, summarizing practical xperience. Building a countermeasure system of housing problem of peasant worker. The system will solve the problem at three stages: In short term stage, improve the housing conditions of peasant worker, let them have an housing condition that was sure at public security, health security and management. In middle stage, peasant worker will enjoy housing security and housing fund as urban residents. Systoms such as houshold systom which lead to the weak position of peasant worker will be reformed gradually.
