In China, the PPP financing model is based on the diversification of its investment subjects, the elimination of cost overruns, the complementary advantages of project participants to form strategic alliances and the rational distribution of risk to solve the public infrastructure in the construction, operation and maintenance of high cost,long , High risk, difficult to manage the problem. Some local governments are actively applying the PPP financing model to highway projects, transforming government functions and greatly reducing the financial burden of the government.In the past, the paper analyzes the income distribution model and studies the income distribution model. In this paper, firstly, according to the research and development trend of PPP model at home and abroad in recent years, the author puts forward the relevant stakeholders Theory,the project participants are divided into two types of government and private investors interest-related groups, and according to the income of stakeholders income claims as the PPP model of highway project income distribution of the main basis, and then demonstrate the feasibility of the basis Nash negotiation model and Shapley income distribution model are established, and the influencing factors of income distribution are introduced. ANP (network analysis method) is used to determine the weight distribution of income distribution factors. The ANP method is diversified , which can describe the complex system structure, so that it is better applied to the actual operation of the M highway project. Finally,the results of the Nash negotiation model and the Shapley interest distribution model are compared with the unsettled interest distribution scheme and the revised income distribution scheme obtained by the PPP project. The results show that the revised Shapley interest distribution model can reflect the fairness of the distribution of stakeholders and the efficiency of the incentive projects, which will provide some reference value for the future application and popularization of highway projects.
