Study On The Evaluation Of New Urbanization Development Level In Xiangxi Region Based On Coordination Model

Urbanization,also known as urbanization,is an inevitable trend in the context of the continuous development of economy and society in the country or region,the gradual deepening of industrialization and the need for adjustment of industrial structure.At the beginning of the reform,the process of urbanization is too focused on the extension and ignores the reality of the connotation,leading to the lack of urban scale and agglomeration benefits.In order to eliminate the problem of "heavy extension and light connotation" in the process of urbanization,the Third Plenum of the 18 th Central Committee of the Communist Party of China put forward that "perfect the urbanization and healthy development system and adhere to the new urbanization path of" people-oriented " City integration,small and medium cities coordinated development model ".Therefore,the new urbanization path become a new strategy to solve the normal economic development and social progress under the new normal situation.Xiangxi area is located in Wuling Mountain Area of Hunan,belonging to multi-dimensional poverty of ethinic areas.The economic development is backward,the city-industry integration coordination degree is not high,the urbanization quality is low,the gap between urbanization level is large,and the development of urbanization in western Hunan is restricted in many aspects.At the Third Plenum of the 18 th Central Committee of the Communist Party of China,"by 2020 all the poor counties remove cap,to achieve a comprehensive well-off society",which is both opportunities and challenges in Xiangxi region.By studying the new urbanization development level of Xiangxi region,it can not only enrich the relevant theoretical research,but also provide the direct practical value for the urbanization development in Xiangxi region.Under the macroscopic background described above,based on the connotation of new urbanization and the characteristics of Xiangxi area,this paper constructs a new evaluation index system of urbanization development coordination degree,and uses the coordination degree model to analyze the new urbanization of 10 counties(cities)in Xiangxi area from 2001 to 2015,draw the following conclusions:(1)The level of development coordination can be divided into three stages: the first stage(2001-2005)coordination level is low overall;the second stage(2006-2012)coordination degree upgrade improve faster,counties and cities have reached coordination state;the third stage(2013-2015)coordination level continues to improve.In contrast,the coefficient of coordination is declining,indicating that the level of development of individual subsystems is the main driving force for the improvement ofcounty coordination degree level.(2)From the spatial distribution,coordination can be divided into three levels,the first level: Jishou City;the second level: Fenghuang County,Huayuan County,Cili County and Sangzhi County;third level: Longshan County,Shunxian County,Luxi County,Guzhang County and Baojing County;the overall appearance of the southwest and north are better than the part of the eastern.In addition,Jishou City as a regional central city,the economic radiation effect is not obvious,and it has a long way to go to truly become a growth pole.
