Execution Problems And Countermeasures Of Baoding Solar Photovoltaic Industry Policy

China has become the largest PV market in the world,PV financing ranked first in the world.In the development of China's solar photovoltaic industry,the central government issued a series of solar photovoltaic industry policy.Main sectors of policy making mainly include the National Development and Reform Commission,Ministry of Finance,State Administration of Taxation,the National Energy Board and the National Grid companies.And the content of policy can be summarized as two types,namely,duty free and subsidies: duty free mainly means some some tax relief,and subsidies mainly refers to funds.Scholars make a number of studies about the policy-making of central government and the implementation of Central Policy in provincial government,but the study about the implementation of prefecture-level city are still less.This paper research the implementation of policies of solar photovoltaic industry and its countermeasures in Baoding,Hebei,which have launched the "Solar City","China Power Valley" building plan,based on Smith Policy-Implementation Model.The study found some phenomena: firstly,many problems exist in solar photovoltaic industry policy itself executed in Baoding,such as low level of policy effectiveness,lack of scientific of content policy,policy enacted by a number of departments and it's difficult to coordinate the implementation of the policy.Secondly,there is poor quality of executor of solar photovoltaic industry policy in Baoding,and conflict of interest among departments,counties and townships.Thirdly,target groups don't identify with solar photovoltaic industry policy implementation in Baoding very much,and the imbalance of cost – benefit hinders the implementation of the policy.Fourthly,solar photovoltaic industry policy lacks good environmental for implementation in Baoding.Mainly because of great constraints of economic and social environment and imperfect of monitoring and evaluation mechanism.Based on this,this paper put forward that the solar photovoltaic industry policy implementation in Baoding should be promoted from following five aspects.At first,establishing coordination bodies for solar photovoltaic industry development in Baoding.Second,timely promulgating local laws and regulations for solar photovoltaic industry development in Baoding,improving the policy system,developing science policy and improving the quality for solar photovoltaic industry.Third,broaden the channels of cadre selection,make train and the style of staff member better,improve the quality of executor of solar photovoltaic industry policy implementation in Baoding.Fourth,innovate the advocacy path of solar photovoltaic industry,earnestly safeguard the legitimate interests of the masses,improve the identity of target groups for solar photovoltaic industry.Fifth,efforts to increase resources policy implementation needs,improve the supervision mechanism and establish evaluation mechanisms for the implementation of policies,optimize the environment solar photovoltaic industry policy implementation in Baoding.
