| The South-to-North Water Diversion Project is a strategic project to alleviate the shortage of water resources in the north of China and optimize the allocation of water resour ces.The midline project begin at 2003 and is a water diversion from the Taocha of Jiuchong Town,Xichuan County,Nanyang City,Henan Province.Focusing on solving the problem of w ater shortage in Beijing and other large and medium-sized cities in the north.Water transport canal across Henan,Hebei,Beijing,Tianjin,four provinces(cities),through Nanyang,Pingdingshan,Beijing,Tianjin and other 14 large and medium-sized cities.With the construction of the project,immigrants related issues arise.Since the State Council in 2006 about the large and medium-sized reservoir resettlement support policy to further improve,the Xichuan County reservoir resettlement production and living standards have improved to some extent,but with the non-reservoir resettlement population,there still is a big gap.Therefore,it is imperative to improve the efficiency of reset tlement funds and realize the common prosperity of reservoir resettlers.As of March 20 16,the county finance received a total of about 657 million yuan of immigrant support funds,for the status of Xichuan County,the amount of funds is huge,and involves the relocation of the masses,mainly used to help immigrants for the relocation of agriculture,farming industry and other projects,but the economic development of resettlement areas is still lagging behind,slow,the quality of life of immigrants is still not high.Therefore,only the immigration of funds for strict management and use,to improve the efficiency of the use of im migration funds in order to truly achieve the ultimate goal of immigrant people well-off.The payment of immigration funds is right,whether it is in place directly affect the smooth implementation of water diversion project and the harmonious development of reservoir area.There are many researches on t he resettlement funds of the late immigrants,such as the monitoring and evaluation of the resettlement situation,the resettlement,the performance appraisal of the resettlement work and the implementation and management of the resettlement project.The analysis of the use process of the late support fund about efficiency of the use of funds from the management point of view is a new attempt,but also for other types of special funds to provide reference value management,such as poverty alleviation fund management,agricultural comprehensive development fund management,shantytowns transformation funds management reference.Based on the current situation of the late resettlement support funds in Xichuan county,this paper adopts the relevant research methods,combined with the pr actice of the grassroots immigration fund management,through the capitalization rate,the capital utilization rate,the capital change rate,capital abolition rate and aging analysis method,analyzes the status of the existing problems.Pointed out the existing problems that in the late support funds : project funding expenditure time span,the changes of the implementation project program and complexity of the amount of funds directly to reservoir resettlement,It is pointed out that the reason for these problems is the complexity of the project cycle,the complexity of the project acceptance work,profit seeking of project implementation unit and the variability of t he population.From the new point of view of the capital allocation process,based on the business process reengineering,business process optimization is used to rebuild the process of the late support funds.The improvement suggestions and corresponding countermeasures are given.From the whole process of analysis about the project approval,completion acceptance and the final quality assurance funds,some can be adjusted so as t o shorten the time of late su pport funds,so as to optimize the capital allocation process,shorten the allocation of funds and improve the efficiency of the use of funds. |
