Background Introduction: Our country is very rich in waterpower resources. The potential capacity is as great as 6.76 billion kilo watts, among which the exploitable capacity is 3.97 billion kilo watts. Presently, 13.2% of the exploitable capacity has been exploited, and there's great potentiality for further development. Since the foundation of the socialist new China, 86,000 reservoires have been built nationwide, which have produced a population of over 15 million for resettlement. With the rapid growth of the need of energy in the process of constructing a harmonious well-off society, and with the implementation of the strategy of West China Development, our country has sped up the exploitation of waterpower resources. After the construction of the Three Gorges Hydropower Station, many large hydropower stations such as Er Tan Power Station, Xiao Langdi Power Station and Bao Zhu Shi Power Station have been built. Now, with the development of economy and the deepening of reform and opening-up, a new tide of waterpower station construction has appeared all over the country. A series of large or super-large waterpower stations such as Xi Luo Du, Xiang Jia Ba, Pu Bu Gou, Long Tan, Ting Zi Kou, Bai He Tan, Guan Yin Yan, Wu Yu De, are beginning to be built. On the one hand, the construciton of such hydropower stations can bring comprehensive social and economic benefits in such aspects as ecosystem, environment protection, flood control, navigation and hydropower generation; on the other hand, it will cause a series of problems concerning the resettlement of local residents. Because of the conflict between population and land, and the shortage of financial support, the resettlement work is faced with great challenges. How to solvesuch conflicts and problems, and promote the sustainable economic development in resettlement areas is an issue worth theoretical research and thinking.Significance of the Topic: Reservoir project resettlement is a complicated problem concerning politics, economics, culture and religion. It is essentially an economic problem whose core is various types of interest conflicts: conflicts between state interests and individual interests, whole interests and partial interests, long-term interests and short-term interests. Such conflicts affect the stability and development of the society and our economy. Inappropriate handling of such conflicts may cause inestimable social economic losses. Reasonable solution of such problems can only be fulfilled under the guidance of scientific and systematic theories. Because of various reasons, no theoretical system on reservoir project resettlement has been formed in our country. Although many scholars from abroad and at home have made attempts in the research in this field, and some articles have been published, they are only about some practical problems in certain aspects, and have not yet formed a theorectical system. Hence, the research in reservoir project resettlement in this thesis is of great significance.Firstly, the study on the economics in reservoir project resettlement is an intrinsic requirement of the "Three Represents" theory, as well as an embodiment of the "Five Overall Planning" and the formation of a scientific view of development. It's also an important measure in the construction of a well-off society.Secondly, the study on economics in reservoir project resettlement is an indespensible part in the construction of a harmonious society.Thirdly, the study on economics in reservoir project resettlement is an effective way in solving the "Three Agricultural Issues" and in speeding up industrialization and urbanization.Fourthly, the study on economics in reservoir project resettlement is related to the construction of hydropower stations, the interests of migrants, the development of local economy and the stability of local society.Fifthly, the study on economics in reservoir project resettlement is necessary to the conversion of planned economy into market economy.Approaches of Study: This thesis is written under the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, "Three Represents" and a scientific view of development, and the research is carried out with the combination of such approaches as micro-analysis and macro-analysis, qualitative analysis and quantitative analysis, comparative analysis and systematic analysis, historical analysis and logical analysis, theoretical analysis and positivist analysis. This thesis makes a comprehensive analysis of the economics in reservoir project resettlement using knowledge of regional economics, development economics, systematic economics and sociology.Structure of the Thesis: The main contents of the thesis include basic theory, sustainable development theory and positive study. The whole thesis is divided into nine chapters. The first seven chapters make up the basic theory part, including a general introduction of Reservoir Project Resettlement economy, a historical view of Reservoir Project Resettlement economics, Location of Reservoir Project Resettlement, industry reshuffle, investment environment, human resource development, and analysis of non-conomic factors. The eighth chapter is a study of sustainable development of Reservoir Project Resettlement economy, and the ninth chapter a positive study of Reservoir Project Resettlement economy based on relative theories established in the thesis.The basic theory part begins with an analysis of resettlement, and defines the connotation and characteristics of Reservoir Project Resettlement. Based on this, and combined with the backgrounds of Reservoir Project Resettlement, it expounds the definition, connotation, characteristics, principles and basic operational modes. It also analyzes the structure and functions of Reservoir Project Resettlement.Then, this part introduces the theoretical basis of Reservoir Project Resettlement economics, relative policies, principles, measures, practicle experiences of Reservoir Project Resettlement from abroad and at home (including theories put forward by scholars from the World Bank, Asian Bank, Japan, Thailand, and our country).
