Study On The Development Countermeasure Of Technology Finance In Henan Province

Given the financing difficulties of China's high-tech small-and medium-sized enterprises,the low degree of integration between technology and finance,and the low level of capital industrialization,large number of technological and financial policies are enacted by People's Bank of China,China Banking Regulatory Commission,China Securities Regulatory Commission,China Insurance Regulatory Commission,Ministry of Finance,and Ministry of Science and Technology in recent years to decide pilot regions for integration between technology and finance and offer sufficient funds for technological innovations and business startup.These pilot regions have made brilliant achievements after years of development.By comparison,other regions fall behind in technological and financial development.Henan Province proves to be one of these regions.To be more specific,it has an obvious drawback in terms of policy support and arrangement of financial resources.In view of this,the integrating mechanism of technology and finance is studied to propose suitable strategies and recommendations for establishment of a technological and financial system in Henna Province.This will be of great theoretical and practical significance for Henan's technological and financial development.Currently,the preliminary scientific and technological credit system of Henan is characterized by few technological and financial products as well as decentralized individual services.Nevertheless,it has enacted the standards that identify high-tech small-and medium-sized enterprises,and built corresponding databases,which can provide convenience for policy making and service availability.As compared with Jiangsu Province,Hubei Province,and Sichuan Province,Henan Province which has fewer market-led investment funds shows huge development potential.In respect of technological development,Henan is above average and equipped with an enormous number of technological resources.Thus,technological and financial development is a wise choice that can help Henan Province make innovations and transform the methods of economic development.In this paper,literature analysis and case analysis are used to summarize the major achievements of technological and financial development in three regions,including Su(Jiangsu),Rong(Chengdu)and Han(Wuhan).The findings show that there are large numbers of policy support measures and domains in these three regions.The measures consist of risk compensation,post-project subsidy,staged shareholding,follow-on investment,merit-based incentive,etc,and the domains supported include high-tech small-and medium-sized enterprises,financial institutions,entrepreneurial teams,entrepreneurial park,incubator,technical personnel,etc.In addition,the comparison finds that these three regions highly resemble each other in respect of technological and financial service platform,but it is worthwhile for Henan Province to draw upon the advantages of the platform in such aspects as corporate credit system,database system,and technological and financial product system.As compared with these three regions,Henan's technological and financial system has various shortcomings,including simpler and fewer products,lack of policies and measures,insufficient support,out-of-date service platform and lack of data support.Given the disadvantages of Henan's technological and financial development,this paper comes up with four strategies,i.e.,offering insurance services and supplying more technological and financial products;managing service platform based on blocks and building technological and financial database;optimizing financial policy arrangements and changing policy guidance;and supporting high-tech small and medium-sized enterprises of internet finance service.
