With the development of science and technology and people living standard rising,mobile communication tools obtain rapid popularization which promote the development of China's telecommunications industry, and China mobile company as the largest operating group has achieved remarkable performance realizing the largest scale of the world's users .However with the deepening of China's communication industry development and change, market conditions and user needs are changing, the China mobile group are facing the competitive pressure, the market competition is mainly embodied in the product competition while the product competition is determined by the technological competition,and technology competition is decided by talent competition. On human resource management, maintaining the core competitive advantages of the HDQ communications companies boost the HDQ communications companies to obtain sustainable development.Theory and practice research for the human resources management of the HDQ communications companies improve the human resources management level of the HDQ communications companies, enhance core competitiveness and achieve sustainable development, which has vital significance.Through the interview method and the research method, this paper has diagnosis and analysis of human resource management situation in HDQ communications companies mainly from the human resources structure,employment, career development,performance management system,salary incentive,training management system,finds out the problems existing in the current manpower management and makes analysis of their causes. By using the theory of human resource management and strategic human resource management, the human resource management system of the HDQ communications companies is deeply studied. Thanks to hierarchy analysis for the human resource of HDQ communications companies,we design the human resources incentive system of HDQ communications companies,including the concrete design of HDQ communications companies hr senior managers incentive system, middle managers incentive system, science and technology personnel incentive system and general staff incentive system. The human resource salary incentive system, elements point method for the job evaluation method and evaluation criteria of the HDQ communications companies are designed. From organizational growth and employee growth,we carry on the design to HDQ communications companies'growth. From the scientific human resources management concept, establishing multidimensional training system, the implementation of strategic human resource management, setting up enterprise information management services platform, we put forward countermeasures to improve the human resources management level of the HDQ communications companies.
