Construction And Application About Environmental Management Performance Evaluation Index System Of Petrochemical Enterprises

The production process of the petrochemical industry has the characteristic of high humidity, high pressure, and flammable and explosive, some products are toxic and hazardous.The emission of waste water, waste gas and solid waste, is not only a variety of types, a large quantity, but also complex component, easy to cause the environmental safety problems, need the larger environmental capacity. The quality of environmental quality, not only affects the normal work of employees, but also affects the health of employees. Because of the special characteristics of the production process, petrochemical enterprises are facing a relatively large risk of "Adjacent avoidance movement". In this case, petrochemical enterprises need to make a choice of multiple contradictions, such as expand the scale of production and staff health, equipment safety and environmental protection.The appearance of Health, Safety and Environmental management system (hereinafter referred to as HSE), let a better solution to these contradictions become possible. Enhance the safety production, green production awareness, establish and improve the health, safety and environmental management system, improve the environmental quality of enterprises, is the ultimate goal of implementing HSE management system for environmental management.With the country and the enterprise's own strong promotion, the petrochemical enterprise's environmental management has achieved initial success. To evaluate the performance of environmental management, is the requirements of HSE management system, also an important method to check the effectiveness of HSE management system in petrochemical enterprises. But how to establish a suitable index system to evaluate the enterprise's environmental management quality, and ensure the objectivity and adaptability of the environmental management performance evaluation, is an in-depth problem to study in implementing the HSE management system.Based on the traditional performance evaluation index system, according to the current management system of petrochemical enterprise HSE environmental management requirements, On the basis of sustainable development, adjacent to avoid, corporate social responsibility, stakeholder theory and the production characteristics of petrochemical enterprises, considering the factors affecting the petrochemical enterprises' environmental behavior, the paper formed the environmental management performance evaluation index system, it includes 3 first level indicators, 9 level two indexes, 28 level three indexes.Through the Analytic Hierarchy Process to determine the weight of each index, the evaluation index system of environmental management of petrochemical enterprise has strong pertinence and maneuverability.Using the established evaluation index system, the environmental management performance of two petrochemical enterprises in Nanjing in 2015 was evaluated comprehensively. By analyzing the evaluation results,we can draw the conclusion: the two companies have invested more effort in environmental management, in the process of enterprise production, management and environmental management process, focusing on the environment, economy and society coordinated development, the comprehensive performance is good. A company's governance index and efficiency index was 8.87, B was 8.67; Unit energy consumption output ratio and energy efficiency, greater weight in efficiency index,A was 2.32, B was 2.27.In order to improve the unit energy consumption output ratio and energy efficiency, and obtain higher economic returns and social benefits from environmental management, for the petrochemical enterprises in the future environmental management work,this paper makes the following suggestions: one is the continuous improvement of production technology, and improving the level of energy use from the source. Two is to constantly increase investment in environmental protection, and strive to achieve the production process of energy consumption and pollution emissions throughout the detection and control. Three is to further promote energy conservation, establish effective energy management and environmental management organization system, increase the proportion of new energy use. Four is to accelerate the comprehensive utilization of resources, advocate and promote the recycling economy and clean production,improve the level of comprehensive utilization of wastes.
