The Study On Industrial And Urban Integration Development Of Xiangtan Hi-tech Industrial Developmet Zone

Many new cities in construction tuned “hollow” and "ghost" cities due to reasons like improper construction plans formulated during the "fever of development zones" in the previous century.The phenomenon has seriously affected the development of Chinese cities.As a new trend in the development of modern cities,city-industry integration is also the key to solving the problem of hollow and ghost cities.The Central Urbanization Work Conference and National New Urbanization Planning(2014-2020)have made it clear that city-industry integration should be the leading guidance on promoting the development of new urbanization.Using Xiangtan Hi-tech Industrial Development Zone(XHIDZ)as the case,this paper lays out the development of XHIDZ's city-industry integration,points out the advantages and disadvantages,fully combs through and analyzes the driving mechanism and influencing factors,and finally puts forward development strategies for city-industry integration.There are ten specific measures: making strengthening driving mechanism and overcoming current weakness the main path,optimizing the construction management system and mechanism,optimizing industrial structures to strengthen industrial support,improving public service facilities,making clear the function and connotation of the city,enhancing community services to promote population aggregation,optimizing plans and layout to promote the integration of space,and building the mode of "dense road networks and small blocks".These measures,which bear practical significance to promoting the balanced development of XHIDZ's city-industry functions and fully playing a role in driving regional economy,can also serve as reference for researches on city-industry integration of other development zones in China.
