For solving the problem of the high prices of real estate inventory.,in recent years,according to the C hina's government work report,local governments will allow the transformation of some of the stock of housings for low-income housings.In other word,the government will buy some commercial housings as security housings for sale.In order to implement this policy,in the context of the shortage of housings supply in most areas,many local governments actively take measures to transform some commercial housings into security housings,trying to solve the problem of real estate inventory.Basing on the theory of the risk assessment management,this paper refer to a large number of domestic and foreign literature,using the Delphi method and AHP method to study commercial housing for low-income housing transformation.This paper draws research results including 4 first grade indexes,each level indicator under the jurisdiction of three to five secondary indicators composed of commercial housing transformation of affordable housing risk evaluation system.While the market risk in the first level indicators of the highest weight,and the indicators are mainly reflected in the protection of housing demand and policy aspects of the evaluation index.Finally,In this paper,the evaluation system is reasonable used in the X project to do empirical research,the project is at a higher risk of the situation,we need to make adjustments based on relevant recommendations,otherwise the project will reduce the feasibility.
