The Study On Ningxia Industrial Efficiency Evaluation And Its Influencing Factors Under Environmental Constraints

As the main force of Ningxia's economic contribution,industry relies on energy and relies on heavy industry.Its growth is facing the dual constraints of resources and the environment This paper uses DEA model,on the one hand,from 30 provinces(municipalities and autonomous regions)to carry out horizontal and vertical comparison.On the other hand,conduct a comprehensive evaluation of Ningxia's industrial efficiency under environmental constraints from industry,classification and sub region.Compared with the 30 decision making units,there was no significant change in Ningxia's industrial efficiency before and after environmental constraints.Because the efficiency value is restricted by pure technical efficiency and scale efficiency,it is in a state of low efficiency in the whole country.And Industrial Malmquist productivity growth index in 2003-2014 is in a downward trend,and the average of the efficiency improvement index is negative for 12 years.In the three industries of Ningxia,the comprehensive technical efficiency of mining industry is the lowest.The efficiency of the industrial production of consumer goods is better than that of the producer of industrial products.The efficiency of light industry is better than that of heavy industry and the industrial efficiency of large enterprises is the worst.The efficiency of foreign investment enterprises is the best,and the domestic enterprises are the worst.The industrial efficiency of Yinchuan is the best in the five cities,and the industrial efficiency of Shizuishan and Guyuan should be improved.If the industry is inefficient,the efficiency of environmental constraints is also poor.Ningxia industrial efficiency is positively correlated with the level of economic development,industrial structure,the degree of opening to the outside world,and the government environmental regulation and it is negatively correlated with the degree of capital deepening,industrial ownership structure and labor quality.The industry of Ningxia should adhere to green development and opening up,optimize the industrial structure and the regional industrial layout,focus on innovation,research,expand the scale,strengthen the focus on the reform of the mining industry,heavy industry,large enterprises and state-owned enterprises.
