With the rapid development of industrialization and urbanization in China,land has begun shortage,and is becoming the bottleneck.At present,the industrial park of the less developed areas in Mid-China is still expanding.The phenomenon of high proportion of industrial land in urban construction land presents a trend of further intensification.In some regions the use of industrial land is extremely extensive,while the land-use efficiency is very low,and the negative externality on the environment is relatively large.Therefore,it is very important to study the efficiency of industrial land and its influencing factors,which has important theoretical and practical significance to enhance the economic carrying capacity of the industrial land and to construct environmental-friendly city.The Mid-China region is the country's important economic zone,including Shanxi,Anhui,Henan,Hubei,Hunan and Jiangxi.It also is an important market and economic hinterland of China,and is a key area to promote the new round of industrialization and urbanization.In the new period,the Mid-China region plays an important role in the strategic position of national regional development.It is very useful to master the industrial land-use efficiency of this region and to identify the influencing factors of land-use efficiency,which can not only realize the intensive use of industrial land and the green development of the industrial industry,but also provide the decision-making basis for the relevant government departments to develop industrial development plan.Based on SBM method,the evaluation index system of industrial land-use efficiency is built in this thesis.The industrial land-use efficiency of 82 prefecture level cities in six provinces of Mid-China was studied during 2003-2012,and Tobit model was used to analyze the influencing factors of land-use efficiency of Mid-China.On this basis,the analysis of the convergence of the industrial land-use efficiency in six provinces of Mid-China was carried out by the utilization of the ? and ? testing.The main research contents and results are as follows.Firstly,from the overall situation of industrial land-use efficiency of Mid-China,the provincial industrial land-use efficiency levels,whether in the scale of efficiency,pure technical efficiency or comprehensive scale efficiency in 2003-2012 have significantly improved.It showed that the use of land inputs has improved significantly during the process of industrial development in Mid-China in the 10 years.The comprehensive efficiency value in the 10 years is higher in the first and last few years.while it is lower in middle years.There was a significant decline in 2008-2009 which was not basically restored to the level of 2003 until 2012.Secondly,from the specific circumstances of the industrial land-use efficiency of the provinces,the highest value of the scale efficiency showed that the expansion of industrial development in six provinces of Mid-China in 10 years was more rapid,and the scale effect advantage had increased.The scale efficiency of the provinces was generally higher than 0.8 in 2012.Pure technical efficiency was the most eye-catching performance,and the pure technical efficiency has increased by more than 100%in Anhui.Shanxi,Jiangxi Province,which indicated that the industrial development of these provinces paid more attention to technical inputs.But it must be seen that pure technical efficiency value was the lowest among the three kinds of efficiency.On one hand,it showed that industrial development in six provinces of Mid-China mainly relied on the expansion of the scale,and the issues such as lacking of technical investment and technical innovation were still critical.On the other hand,the rapid growth suggested that it was relatively easy to improve the efficiency because of relatively low base and huge growth space.With further observation,I find that the comprehensive efficiency of province is constrained to the slow pure technical efficiency after 2010.Taking Hunan,Hubei Province,shows that it is more sensitive to the pure technical efficiency.Thirdly,from the point of view of the spatial and temporal differences of industrial land-use efficiency,there was a large gap between the land-use efficiency and the optimal efficiency level of 82 provinces during 2003-2012 in the Mid-China,which showed that on the basis of the existing scale,the vast majority of cities could not be able to make full use of the existing resources to achieve the optimal level of output in industrial development in the Mid-China.However,the number of cities in which the industrial land-use efficiency has reached a relatively reasonable level was gradually increasing in the last 10 years.The number of cities whose comprehensive efficiency has reached a reasonable level had increased from 4 in 2003 to 15 in 2012.The numbers of cities whose pure technical efficiency and scale efficiency have reached a reasonable level were 24 and 15 respectively.It indicates that the utilization efficiency of factors in industrial land-use has been significantly improved during the period of industrial development in Mid-China during 2003-2012,compared with 10 years ago.Fourthly,based on the Tobit econometric model regression analysis has been applied to the influencing factors of industrial land-use in six provinces in Mid-China,the results show that increased investment and fiscal spending is negative for industrial land scale efficiency,which suggests extensive development model,such as increased labor and soil should not be applied to enhance the efficiency of industrial land scale.Efficiency of output should be created by intensive development.Fifthly,convergence analysis to industrial land-use efficiency of six provinces in Mid-China shows that there is convergence in industrial land-use efficiency before 2009,and the gap of land-use efficiency of different cities is expanding after 2009.The reason is that increasing land prices has negative effect on the environment,conditions and policies of land-use efficiency.It takes a long time to stabilize of industrial land-use efficiency,that is a convergence.There is ? convergence in industrial land-use efficiency in major cities of Mid-China,that is,higher growth rate for more efficient industrial land-use than less efficient industrial land-use.and industrial land-use efficiency of cities is becoming stable.
