Now there is a lot of research about fourth party logistics, but most of them focus on the road logistics field, rarely extending to the port logistics industry, the port of the Fourth Party Logistics Limited mainly to build a theoretical analysis and system function development, ignore or downplay the need for solid platform. Based on the theoretical basis of the fourth party logistics, this paper intends to design a logistics platform which can integrate the logistics resources of Tianjin port and realize the organic combination of road and waterway, online and offline.First, this article analyzes the logistics status of Tianjin Port and its surrounding area and finds that with the development of Tianjin Port's cargo throughput there isn't direct connection between the information of truck resources and cargo resources due to the lack connection between the internal and external logistics. Transportation cost increased by a wide margin because of serious one-way transportation and inefficient logistics system. Moreover, since most of the transportation trucks are in a disordered state of management and lack transportation plan, it is obvious that the pressure of traffic order is very high and the phenomenon of traffic jam is common. The Transfer Road Port Mode focuses on 'Road Logistics Integrated Platform Operator' and plans to build a premium fourth party logistics platform. It will establish an one-stop service system and develop a 'information command system' which is a blank in China by setting up an effective and comprehensive public logistics service platform.Then, this article analyzes the market demand and expected effect of developing Transfer Road Port logistics mode from different angles. According to Tianjin Port's particular circumstances, the operability of introducing Transfer Road logistics mode will be analyzed by SWOT method and this article will study establishing a 4PL platform of waterway-and-road coordinated transportation which will integrate logistics,information, transact and finance through introducing Road Port logistics mode, so as to realize the combination of waterway and road logistics. The platform will realize Online to Offline business model by developing online information trading system and constructing real Road Port platform. So then the turnover efficiency of cargoes and trucks will be enhanced, the no-load rate will be decreased, return with heavy load will be realized and the comprehensive logistics cost will be reduced. Furthermore, the traffic pressure will be relieved. The collecting and distributing system of Tianjin Port will be promoted to develop more networked, informationized and intelligent.Consequentially, the increasingly serious traffic conflict between city and port will be resolved, and the logistics environment and comprehensive service competitive ability will be promoted. Finally, according to the development of Tianjin Port, this article design the implementation scheme and development process to plan as a whole and achieve a quantitative analysis of business and benefits based on the marketing survey.
