Study On Maritime Patrol Ships Operating Cost Control Of Xiamen Maritime Bureau

The maritime patrol ship is a platform of China MSA maritime law enforcement and emergency rescue,and serves for the management of maritime traffic,salvage of human life,safeguarding national sovereignty. Toward the maritime patrol ship large-scale development, the operating cost is rising rapidly, but the maritime patrol ship operating cost has not been attention. There are existing many problems in cost control,for example the control system is not perfect, and the control methods are backward.The author is engaged in the management of maritime patrol ships, and recognizes the lack of the administrative management, hopes to use advanced experience of administrative cost management to reduce the maritime patrol ships operating cost. This paper first describes the maritime patrol ship’s operating cost control research background, research significance and theoretical basis, and analysis the Xiamen maritime patrol ship operating cost control situation. Then by reading a lot of literature,and by researching some other maritime bureau patrol ship cost management, the author points out the problems and deep-seated reasons. Finally, the author uses such as new public management theory and professional knowledge of ship management,and put forward to cultivate the maritime patrol ship operating cost awareness, strengthen the construction of the cost system ,improve the quality of personnel, implement the single ship budget performance, focus on specific methods of cost control measures.
