Performance management is the core of human resource management, to improve enterprise core competitiveness and realize the overall strategic goals and improve business performance and influence enterprises have played a vital role. Only considering the employee occupation career development perspective to develop the performance evaluation system, in order to play the effect of effective performance management, in order to retain talent for the enterprise, ensure the core competitiveness of enterprises, promote enterprise's sustainable healthy and stable development in an invincible position in the fierce competition in the market. In the international tobacco control environment, the tobacco industry is facing more serious situation. Therefore, to establish scientific tobacco company performance appraisal management system,and can be in the employee's career and future development planning have the effect of the ideal, to ensure a sustainable enterprise competitiveness and core competitiveness, promote the sustainable and stable and healthy development.China Tobacco Import &Export Liaoning Corp. as the research object, first introduced the research background and significance of topic selection, lists the performance management related concepts and theories, and will be used in the research process of performance management methods, and then to the company's development present situation, performance management present situation and so on to introduce a.Combined with questionnaire survey and other effective means for the company problems existing in the current performance appraisal management system has carried on the thorough analysis and explore the reasons. And according to the existing problems and reasons for the company performance evaluation system is optimized design.
