Industrial Cooperation Between Five Provinces In Northwest China And Kazakhstan

�Silk Road Economic Belt� strategy and the �bright road� new economic plan are important initiatives in response to the current domestic and international economic situation of the profound changes between China and Kazakhstan,which can provides strong support for the two countries to carry out industrial cooperation because of their similarities in industrial cooperation policies.Northwest China as a frontier with Kazakhstan cooperation,hoping to cooperate with Kazakhstan to carry out industrial restructuring of heavy industry structure,Kazakhstan hopes to achieve economic diversification by cooperating with China to get rid of the single rely on energy development path.Based on these backgrounds,therefore,this paper studies the industrial cooperation between the five provinces in northwest China and Kazakhstan.Based on the theory of industrial cooperation,this paper defines the meaning of industrial cooperation from three levels.From the perspective of regional industrial cooperation,firstly,it reviews the process of industrial cooperation between China and Kazakhstan since the reform and opening up.Secondly,on the basis of the overall grasp of the political,economic,social and cultural environment faced in industrial cooperation between the two sides,it introduces the current situation of industrial cooperation,from two aspects including three major forms of cooperation-trade,investment and financial,and the practice of Three Industrial Cooperation,thus points out some problems in the current industrial cooperation.Thirdly,it analyzes the potential of industrial cooperation between the five provinces in northwest China and Kazakhstan,and thinks that the two sides already have the basis for carrying out industrial cooperation.In the aspect of the choice of industry where the two sides have the potential for cooperation,according to the selected32 industrial segments,it uses the Analytic Hierarchy Process to calculate the comprehensive score of 32 industrial segments including the industrial transfer in the five provinces in northwest China and the industrial undertake in Kazakhstan,and then these industries are docked between these five provinces and Kazakhstan in four quadrant maps,the industry that falls in the first quadrant will be seen as an area where both sides have the potential for cooperation,and they will also be identified as key industries and areas to further deepen cooperation between the two sides.Fourth,learning from two examples of international industrial cooperation model: the European Union and China-ASEAN industry cooperation,combined with the goals of industrial cooperation between the two sides,this paper put forward the model of industrial cooperation,and think the concrete realization of cooperation mode is to establish international industrial park.Finally,this paper put forward some policy suggestions on the two sides to carry out industrial cooperation.On the basis of collecting large amounts of data,this paper first from the perspective of industrial sub-sectors,by the comprehensive analysis of multiple indicators,and draws the key industries and fields of further deepening cooperation,so as to provide some ideas and methods for the upgrading of industrial structure in the five provinces of Northwest China and the improvement of industrial structure in Kazakhstan from the perspective of regional industrial cooperation,and hope to provide reference for other provinces or regions in China carrying out industrial cooperation with Kazakhstan and even Central Asia.
