Theoretical research and the practice of national economic development have shown that the size of a country or region comprehensive competitiveness reflected in its economic development level,the level of economic development depends on the level of its industrial development finally,and the level of industrial development Depending on the rationalizatio n of industrial structure and the role of advanced.In other words,industrial restructuring is the basis and key factor in determining the level of economic growth and development potential.In addition,is the market-led,government-led or market and government to match the industrial structure to adjust,is different economic theories have been one of the focus of debate.Economic "new normal" to China's industrial restructuring is facing new opportunities and challenges,and local government as the main structural adjustment of the main body,how to fully grasp the trend,through reasonable and effective policy measures to influence and promote the adjustment of industrial structure is not only an urgent problem that local governments need to solve,but also an important issue that academics need to study deeply.This paper first summarizes the relevant theories and research literatures of the government intervention in the adjustment of industrial structure at home and abroad,and analyzes the motivations and methods of the local government intervention in the adjustment of industrial structure.Secondly,the comprehensive analysis of China's three industries and the internal structural adjustment of the industry and the existing problems under econo mic "new normal".On this basis,the paper uses the panel data method to construct the multiple regression models of 30 provinces from 2008 to 2014,Comprehensive and objective from the tax,financial subsidies and direct investment of the local government intervention in the rationalization of industrial structure and the role of advanced.So as to provide a useful reference for further academic research and local government policy formulation.
