Efficiency Evaluation Of Industrial Structure Adjustment Under The New Economic Normality

Since the economy entered the new normal,China has become more urgent to promote the optimization and upgrading of the industrial structure and achieve the transformation of economic development methods.On the road of promoting the adjustment of the industrial structure,a lot of human,material and financial resources have been invested.So how exactly is the industrial structure adjustment? Which regions promote industrial restructuring in the most efficient way? The study of these issues is of great practical significance for strengthening the inter-regional learning and reference and accelerating the process of China's industrial optimization and upgrading.However,the research literature on these issues is still inadequate or even blank.Existing literatures have studied the measurement of industrial structure adjustment and the factors affecting industrial structure adjustment,but the measurement of the efficiency of industrial structure adjustment is very rare.The efficiency of industrial structure adjustment is an indicator to measure the efficiency of industrial structure adjustment.From the perspective of investment,it can be defined as a unit that has a small investment in promoting industrial structure adjustment when the same industrial structure adjustment range is obtained.When measuring the efficiency of industrial structure adjustment,we must first clarify the inputs and outputs of industrial structure adjustment,and then we can use the efficiency evaluation method for efficiency evaluation.The input of industrial structure adjustment is the human,material and financial resources to promote industrial structure adjustment,and the output is the magnitude of industrial structure adjustment.In the existing literature,when measuring the degree of industrial structure adjustment,it is almost always measured by the change in the proportion of industrial added value.This method is measured from the perspective of the result of industrial structure adjustment.Considering other important results of structural adjustment(such as improved production efficiency),an extreme case is that if we use the national strength to develop high-tech industries,the value-added proportion of high-tech industries will naturally increase,but this obviously cannot explain the extent of industrial structure adjustment.Big.This article proposes a method for measuring the industrial structure adjustment range based on changes in the industrial input structure.Of course,this input structure change is measured under standards that are conducive to improving production efficiency,not a non-standard measure of industrial input structure change.In combination with the availability of data in China,this article uses the investment structure impact index and labor structure impact index as indicators to measure the extent of industrial structure adjustment from the perspectives of investment and labor.The geometric mean of the two is used as a measure of industrial structure adjustment.Comprehensive indicators.The investment structure impact index measures the magnitude of changes in the investment structure that is conducive to improving the marginal efficiency of capital.The labor structure impact index measures the magnitude of changes in the labor input structure that contribute to the improvement of labor efficiency.Based on the relevant panel data of nine major industries in China's 30 provinces and cities from 2011 to 2017,this paper measures the extent of industrial structure adjustment and the efficiency of industrial structure adjustment.The main conclusions are: 1.From the current situation in 2017,the overall adjustment of the investment perspective Large,of which Shanxi Province has the largest amplitude,and the overall adjustment of the labor perspective is not large.2.Regardless of the status quo or the new normal,the province with the highest overall industrial structure adjustment efficiency and efficiency is the Xinjiang Autonomous Region,and the province with the lowest efficiency is Beijing.3.From a dynamic perspective,since the new normal,the productivity,technological efficiency,and technological level of industrial structure adjustment have generally improved.Among them,the province with the fastest growth in adjusting productivity and technological efficiency is Hubei Province,and the province with the fastest technological level is From the current status of Beijing in 2017,the province with the fastest growing industrial structure adjustment efficiency and technological efficiency is Anhui Province,and the fastest growing technological level is Xinjiang Autonomous Region.
