Performance Evaluation Of Jiangsu Strong Province's Construction Of Intellectual Property

The construction of Strong Province in IP is to meet the needs of the construction of Strong Country in IP.With the strength of intellectual property rights becoming the main aspect of international competition,it is necessary to intensify the construction of Strong Province and Country in IP.Intellectual property rights in China's past socio-economic development is neglected,especially the public and business groups did not establish the correct awareness of intellectual property rights,do not know how to respect the results of intellectual labor,thus hindering the whole society of scientific and technological progress and innovation.Therefore,it is of great practical significance to carry out the research on the performance evaluation of intellectual property construction.First of all,sorting out the research background of the paper and the relevant research results at home and abroad,for the follow-up study to lay the theoretical and academic background.This research is based on Jiangsu Province as the research object.Before the formal research,we analysis the current situation of Jiangsu Province in the construction of strong province in IP.According to the government 's work reports and academic researches,it is clear that Jiangsu has achieved fruitful and ubiquitous problems in the process of building a strong intellectual property province.And then,basing on the concept of Strong Province in IP,this paper starts from the intellectual property creation,utilization,protection and service four angles,refers to related information issued by the State Intellectual Property Office and intellectual property index report,and other experts' studies,and chooses 125 indicators.Quantitative analysis come to first.Classifying each index layer under factor layer by R-cluster,testing the clustering results rationality through distance correlation analysis,and comparing the size of each index coefficient of variation.The bigger coefficient of variation is,the more obvious and representative indicators characteristic will be which should be retained,and other indicators of the group will be deleted.Based on the R-cluster and Coefficient of Variation analysis,a set of integrated intellectual property evaluation index system is established.And then using qualitative analysis to improve the evaluation index system by synthesizing expert group's opinion.Then,build the performance evaluation model of intellectual property construction by using the improved ideal solution.This paper chooses Jiangsu Province as the object of empirical evaluation,and then selects the major provinces in the country as the reference object.Based on the constructed index system of the strong intellectual property right,Evaluation of selected major provinces strong province construction performance.Last,get the overall ranking of Jiangsu Province and the detailed ranking of various indicators.Based on the evaluation results,this paper summarizes the general situation of the construction of strong province of intellectual property rights in Jiangsu Province,and analyzes each index in order to find out the advantages and disadvantages of Jiangsu Province in building a strong province of intellectual property rights.Put forward relevant countermeasures and suggestions.
