Synergy Evaluation Research Of Jiangsu Province's Regional Intellectual Property Capability System

With the advent of the knowledge-based economy,intellectual property has become an important resource for economic development,attracted the attention of all countries and regions.While focusing on intellectual property resource attribute,follow the basic laws of market economy,intellectual property as the core resources to explore and plots resources with science and education,industry,economic and social development of collaborative development mechanism,is the inevitable choice of global knowledge economy development.In June 2008 after promulgated the outline of the “national intellectual property strategy”,followed by the next year in jiangsu province issued “the intellectual property strategy compendium of jiangsu province”,under this background,the capacity of intellectual property in jiangsu province has obtained substantial development,has been one of the top provinces in China.But at the same time,intellectual property capacity in jiangsu province shows a tendency of big but not strong,therefore,it is necessary to all aspects of intellectual property capabilities in synergy,the rational allocation of resources of intellectual property,further to the strong province of intellectual property capacity construction road.First of all,reviewing the related research at home and abroad,this article combine with intellectual property rights,intellectual property capabilities such as theoretical basis,clear concept and connotation of regional intellectual property capabilities for the full text to lay the theoretical foundation,and combining with the system theory,build up capability of regional intellectual property system,from the perspective of coordination to analyze the ability of regional intellectual property system,provide further theoretical support for the evaluation research of this article.Then taking jiangsu province as the research object,combined with the existing intellectual property research report and related intellectual property rights,from the creation,intellectual property,intellectual property and intellectual property protection services three levels,the preliminary selected 43 indicators,through the qualitative analysis,integrated a number of experts,screening to perfect the related indexes,build a relatively complete synergy evaluation index system of regional intellectual property capabilities system.By using the model of a complex system coordination degree,in 2006,for the base period,about 2007 to 2016,the area of jiangsu province to evaluate coordination ability of intellectual property system,it is concluded that the index of jiangsu province in recent 10 years degree of order,as well as the ability of regional intellectual property system and its child ability system on the synergy degree.Finally,according to the evaluation results,the ability of regional intellectual property system in jiangsu province in recent years together is summarized,pointed out that exist in the process of regional intellectual property capabilities development in jiangsu province,and puts forward corresponding countermeasures and Suggestions.
