| From 2013,China has started to promote vigorously the PPP project to speed up the development of China's infrastructure,and at the end of 2016 the total investment has reached 13.5 trillion yuan.In order to ensuring the smooth implementation of the project and achieving value for money,the stability of the cooperative relationship between the public and the private sector is noteworthy.By studying the research literature on PPP at home and abroad,it can be found that scholars have studied many aspects of the PPP project risk,project management,experience suggestion,evaluation and application.Most of researches on cooperative stability are concentrated in strategic alliance and supply chain cooperation,and the cooperative stability research of the PPP project is still relatively rare.The above provides a research space for this paper.First this paper introduces the connotation of PPP,the connotation of cooperation and the connotation of stability,and the paper summarizes the connotation of PPP cooperation between the public and the private;Secondly,the factors that may affect the cooperative stability between public and private of the PPP project are collected through cases study and literature analysis.The first questionnaire is used to supplement,delete,integrate with the preliminary factors;the number of final influencing factors is 26,and there is 12 in plan and design stage,15 in construction stage and 20 in operation stage.The second questionnaire is used to investigate the importance of the factors,and the factor analysis method is used to reduce dimension of each stage,and the main influencing factors of the three stages are obtained.Then,the stability evaluation model is established by using the entropy method based on the mean difference test,which is helpful to understand the stability of the project.Finally,the stability evaluation model is used to analyze the cooperative stability of an actual PPP project,and the relevant suggestions are given. |
