This paper takes C Corporation as the object of the study.Through the analysis of the status of the industry,the characteristics of the enterprise,and the current situation of talents,this paper clarifies the development stage and the characteristics of strategic transformation of C Corporation.Combined with the literature theoretical analyses,enterprise data acquisition and author's years of working experiences in the company,this paper summarizes the challenges that C corporation is facing right now in the aspect of crew talent management.These challenges are mainly embodied in the fact that in the current strategic transformation,the talent supply of the existing talent management system cannot meet C corporation's needs of the timeliness,accuracy,economy and flexibility of the crew talents.How to solve this mismatch has become an urgent problem for many large shipping enterprises which are at the similar stage as C Corporation.The theory of talent supply chain is a comparably new theory of the talent management model.The difference between it and the traditional theory of talent management is that it has learnt the concept of lean production from the theory of lean production(Just-in-Time)supply chain.In the premise of the global economic downturn,China's economic slowdown,and enterprises' difficulties of making profits,it organically combines the internal and external resources of the enterprise,and the long-term and short-term strategic business focuses.It puts forwards a brand-new solution on the basis of the traditional talent management theory.According to the brand-new talent demands generated from the strategic transformation of C Corporation,the author puts forward a crew talent management system model based on the theory of talent supply chain.The new crew talent management system consists of talent planning,talent review,talent supply,talent training,retention of talents and talent return on investment(ROI)assessment these six parts,which fully embodies the concept of PDCA management cycle.Guided by the strategy,based on the organization,and learnt from the basic characteristics of the supply chain theory,which are global optimization,leveling frequent supplies with a small amount,the implementations of standardization,serialization and generalization,and fast response,it focuses on the diversity and variability of talent demands in the process of the strategic transformation.It puts forward a timely and accurate talent supply cycle,to ensure the overall input-output optimization.Based on the actual situation of C Corporation,the author formulates the specific module design and assessment index for each part of the talent management system model.The talent management system coordinates more closely with the strategic transformation of the enterprise,and is close to the actual challenges faced by the enterprise.It pays more attention on the timeliness,accuracy and economic effects of the crew talent supply and training.At the same time,it puts forward the idea of managing talents in a flexible way to increase the talent retention,and the idea of trying to establish a measurable input-output relationship between the talent training and the development,in order to better meet the talent needs of shipping enterprises in the strategic transformation period.
