Research On Incentive Mechanism For Public Buildings' Energy Consumption Monitoring Based On Its Comprehensive Values Analysis

Energy consumption monitoring system plays an important role in achieving energy saving and emission reduction,but due to the large project investment of equipment,low-income,high uncertainty,obvious externalities,lack of effective incentive.Led to the market failure,thus limiting the project to promote.Based on the above background,this paper system research on the comprehensive value,the incentive mechanism and the incentive policy.In this paper,we use the real option theory and the external value theory to analyze the comprehensive value of the public buildings' energy consumption monitoring project.Firstly,according to the characteristics of project,divides its comprehensive value into conventional project value,potential project value,external value.Secondly based on the net present value theory the real option theory and the external value theory,build the three value measurement model.Finally,On the basis of model construction,through the empirical analysis of the comprehensive value,it proves the existence of the higher comprehensive value,and providing theoretical basis for the intensity of incentives.This paper systematically studies the incentive mechanism in three aspects: the determination of incentive object,the analysis of incentive mechanism and the design of incentive mechanism.Based on the interactive relationship between the comprehensive value and the incentive mechanism.Firstly,through the comprehensive value analysis under themulti-perspective,the dynamic game between multi-subjects to determine the incentive subject and the object.Secondly,using the principal-agent theory to construct the optimal incentive model,It is concluded that under the condition of informationsymmetry,the optimal incentive is "fixed excitation",and the optimal incentive is "fixed excitation+fluctuation incentive".The optimal incentive model is affected by the factors such as cost effort coefficient,the degree of risk aversion,external uncertainty,comprehensive value transformation coefficient,It is pointed out that the determination of incentive intensity should be based on the project routine value and external value.Finally,According to incentive factors,puts forward the incentives of different objects,and on the basis incentive target completed the comprehensive design of incentive mechanism.According to the research of incentive mechanism and the situation of incentive policy in China,puts forward some suggestions on fiscal policy,investment and financing policy,industrial policy.The research results of this paper provide an important basis for the government to formulate scientific and reasonable incentive measures for public building's energy consumption monitoring.
