| With the continuous advancement of the rural revitalization strategy,promoting the reforms of homestead withdrawal has become an important task in rural development to improve the rural environment,solve the shortage of rural land resources,and revitalize rural homesteads resources.The people’s sense of gain is the criterion for testing the effectiveness of such reforms.Enhancing the people’s sense of gain helps to satisfy the people’s needs for a better life,and demonstrates the achievements of reform and development.Farmers are at the core of the homestead withdrawal reform policy,so their sense of gain should be focused on.In this paper,an evaluation system for evaluating farmers’ sense of gain after homestead withdrawal is built to offer suggestions for the continuous optimization of the homestead withdrawal policy in the future.This paper analyzed three cases after investigating three pilot homestead withdrawal areas,Xingfu Village of Wanchun Town,Yuhe Village of Hesheng Town,and Minjiang Village of Shou’an Town in Wenjiang District,Chengdu.Through studying relative theoretical knowledge and previous research,the author constructed the evaluation index system of farmers’ sense of gain after homestead withdrawal in Wenjiang District from five dimensions of economy,people’s livelihood,socializing,politics and dignity.The index of the sense of gain of the farmers who joined homestead withdrawal is quantified through the test and statistical analysis of the reliability and validity of the questionnaire.Combined with the statistical results,this paper compares and analyzes the sense of gain of the farmers who joined homestead withdrawal in the three villages in five dimensions: the sense of gain in the economy,livelihood,socializing,politics,and dignity.Based on the evaluation results,the factors that impact the sense of gain of the farmers who joined homestead withdrawal in Wenjiang District are analyzed,the measures to improve the sense of gain are put forward to address the problems,which provide some new thoughts for the evaluation system of farmers’ sense of gain after homestead withdrawal.The research results are as follows: the empirical model of homestead withdrawal in Wenjiang District is a combination of housing replacement and village collective economy shareholding in which the innovative business model of “social company +state-owned company +village collective economic organization” was applied.After the homestead withdrawal,farmers’ sense of gain in the economy has made modest improvement,farmers’ sense of gain in livelihood and politics has been raised obviously,and their sense of gain in socializing and dignity has increased,but it was not obvious.Homestead withdrawal compensation policy,social security,government support policies,land purchase,storage prices,income,the cost of living,work type,age,and neighborhood relationship all have an impact on farmers’ sense of gain after homestead withdrawal.Therefore,in the future reform of the homestead withdrawal,the government should increase economic support,build a comprehensive land consolidation mechanism and establish a social security mechanism to promote the employment of farmers.The government should also create a self-governance mechanism for farmers and improve the supervision and management system.In addition,efforts should be made to promote rural customs and culture;... |
