In recent years,with the acceleration of China's urbanization,farmers have flocked to cities and towns in order to work,resulting in the increasingly prominent problem of idled rural homestead.On the one hand,urban construction land is increasingly scarce;on the other hand,there is a lot of waste of rural construction land.At the same time,farmers have an urgent desire to improve their living environment.Under this background,G County of Shandong Province vigorously promotes the“homestead exchange building” policy,solve the contradiction in the allocation of land resources for urban and rural construction,promote the intensive use of rural land,improve the rural living environment,and crack the bottleneck of rural revitalization and development.In order to prevent the phenomenon of farmers who are forced to live in a building,I conducted a survey on Y Town by paying door-to-door visits.Through communicating with local cadres and the masses,I learned much about the demolition compensation,community resettlement,farmers' livelihoods,etc,of the typical communities in Y Town which carried out the policy of homestead exchange buildings,from which I summed up the experience and deficiencies of the work of Y Town.In order to find out the factors affecting the willingness and the inadequacies of previous policies and to put forward t targeted suggestions on the policy,based on the“push-and-pull”theoretical research framework,I designed a questionnaire to conduct a questionnaire survey on 15 villages in the project area so as to further know about the willingness of the peasants in the villages in Y town which is one of the towns that carried out the “Ten–Hundred-Thousand” project,and collected 240 valid questionnaires.The following conclusions are drawn :First,most of the farmers in the project area are willing to exchange house sites for buildings,and the decision to exchange house sites is affected by thrust,tension and intervening obstacles.Second,factors such as basic characteristics,economic conditions,living conditions and village environment,trust in the village committee,and understanding of policies affect farmers' willingness to change houses in their homestead.Third,the families with low willingness are mainly those aged over 60,those with less than primary school education,those with a family size of 1 or more than 5,those without migrant workers and children,and those with the aged,infirm,sick or disabled at home;The annual percapita income of the family or the balance of income and expenditure of the family is less than 5,000 yuan;One family with multiple houses,one house base with an area of less than 133 square meters or more than 300 square meters,one who has been living at home and whose residence is more than 7 kilometers away from the town residence;People who don't trust the village committee and know nothing about policy.We should optimize the various concrete schemes for the improvement of the policy by construct a feasible tension-enhancing mechanism,consideration the different characteristics of farmer families,reduce the intervening obstacles within the framework of the decision-making push and pull theory,so that the policy can be implemented smoothly.
