State-owned enterprises are an important guarantee for the realization of national strategy,the selection of cadres in state-owned enterprises plays an important role in realizing the preservation and appreciation of state-owned assets.Postal enterprises as China 's large state-owned enterprises,bear the general service of postal service.It is of great significance to study the status quo and competency model of postal enterprise grassroots managers for the implementation of state-owned enterprise reform and improve the human resources management systemIn this paper,the definition of competence and the development and application of the model are expounded,which lays the theoretical foundation for the research of this paper.Then,through the analysis of the status of the grassroots managers at present and the status quo of their competency,combined with the unique advantages of competency,the necessity of the research on the competency of grassroots managers in state-owned enterprises is expounded.Then from the perspective of the state-owned enterprises to tske Changsha Post Company as an example,by using the research methods of literature research and behavioral event interview,and the competency characteristics of the head of the grassroots managers of Changsha Post Company are obtained.According to the competency questionnaire of Changsha Post Company,factor analysis,and the finally completed the construction of competency model.The competency model of Changsha Post Company is composed of four dimensions: consciousness and attitude,individual quality and skills,team management,goal and operation.Then based on the transition specification,the competency model of the grassroots managers is discussed in policy making,marketing action and daily control.Finally,the application of competency model in the human resources system of state-owned enterprises is expounded.The article summarizes the competency theory from the research content,and points out the shortcomings of the research and the prospect of the later research to improve the research on the competency of the grassroots managers of the state-owned enterprises.
