At present,the role of professional managers in state-owned enterprises is becoming increasingly prominent in the new era of state-owned enterprise reform.How to select,appoint and assess professional managers in state-owned enterprises is very urgent.This study takes competency as the breakthrough point to carry out a specific study on the competency of professional managers in Xiamen state owned enterprises.This paper first analyzes the policy background and the enterprise background of the competency research of the professional managers in state-owned enterprises.On the basis of describing the purpose and significance of the research,it summarizes the related literatures at home and abroad,and puts forward a problem oriented research train of thought.Then,on the basis of clarifying the concepts of competency and professional managers,this paper analyzes the theoretical support for the construction of competency model of professional managers in state-owned enterprises based on iceberg theory,person post matching theory and resource and capability theory.Then combined with the general situation and development strategy of Xiamen state-owned enterprises,analysis of status quo of Xiamen occupation managers in state owned enterprises from the aspects of quantity structure,employment structure,sex structure,age structure,educational structure,pre social occupation background,salary structure,and analysis the competency problems in rapid development of state-owned enterprises in Xiamen from the leadership,professional skills and core ability,through the study,the establishment of Xiamen state owned enterprises occupation Managers Competency Model,occupation Managers Competency elements of it is very important to.Then,combining the characteristics of state-owned enterprises,to the British competency management P-S-G analysis framework into the state-owned enterprises in Xiamen occupation Managers Competency Model Construction,explore the analysis of leadership-professional skills---Core Competence---extensive experience under the framework of occupation Managers Competency Model,construct the competency model for Xiamen the state-owned enterprise occupation managers,and presents the method of principal component analysis principle and steps of occupation Managers Competency Measurement model.Finally,by collecting the questionnaire and sorting out the data,through the confirmatory analysis,the 4 dimensions of the competency model of the professional managers of the state-owned enterprises are obtained.The 4 dimensions include leadership,professional skills,core competence,extensive experience,including organization leadership and management level,the sense of responsibility and loyalty,honesty and integrity in leadership 4 basic factors;in the aspects of professional skills including professional technical level and service consciousness and enterprising spirit,innovation thinking 3 the basic factors;including planning ability,decision-making ability,communication skills,ability to understand the 4 basic factors in core competence;in a wide range of experience including experience,experience and other 2 factors.And draw inspiration and suggestions,will promote the occupation Managers Competency Assessment as the qualification of selection,incentive mechanism and the important yardstick to promote the development of occupation managers,managers of state-owned enterprises in Xiamen occupation competency improvement to provide decision-making reference,also provide a model for other regions to measure the competence of state-owned enterprises occupation managers.
