Research On The Economic Effects And Policies Of China's Border Economic Cooperation Zones

In 1992,China first proposed the establishment of a state-level border economic cooperation zone,which has been nearly 30 years.During the period,China has successively established 17 state-level border economic cooperation zones and 19provincial-level border economic cooperation zones.Whether the border economic cooperation zone can serve as the "new engine" for economic and social development along the provinces and cities,whether the development process and construction quality of the cooperation zone can promote the transformation of border provinces and cities into the opening frontier,these require us to review the border economic cooperation zone.At present,“One Belt,One Road” brings new opportunities for the development of border economic cooperation zones.This paper will analyze and demonstrate from two aspects of qualitative and quantitative,and carry out regression analysis through multi-period double difference method to evaluate the overall and regional economic effects of China's border economic cooperation zone,and propose countermeasures on this basis.This paper reviews the theoretical basis and practical experience of the border economic cooperation zone,the development background,upgrading path and support policy of China's border economic cooperation zone,analyzes the economic effects of China's border economic cooperation zone through multi-period double difference method,and analyzes the influencing factors and countermeasures of the economic effects of China's border economic cooperation zone.The research in this paper is divided into four parts : The first part accurately defines the border economic cooperation zone and related concepts,systematically reviews the theoretical basis of the border economic cooperation zone,clarifies the functional role of the border economic cooperation zone,and summarizes the practical experience of the border economic cooperation zone.The second part clarifies the development background of China's border economic cooperation zone in stages,clarifies the upgrading path of China's border economic cooperation zone,and sorts out the support policies of China's border economic cooperation zone since 1992.The third part evaluates the overall and regional economic effects of China's border economic cooperation zone through multi-period double difference method,and conducts a robustness analysis.The establishment of China's border economic cooperation zone has a significant positive impact on the regional economy.Theestablishment of a border economic cooperation zone can promote local economic development.The establishment of the border economic cooperation zones in the southwest region and the northeast region has a significant positive impact on the regional economy.The economic effects of establishing the north and the northwest border economic cooperation zone are not significant.The fourth part analyzes the influencing factors and countermeasures that restrict the economic effects of China's border economic cooperation zone,with a view to promoting the construction and development of China's border economic cooperation zone.
