Security Risk In Tajikistan And It’s Impact On The "Silk Road Economic Belt"

Tajikistan is actively promoting the implementation of the "Silk Road Economic Belt" to stimulate its economic development.China-Tajikistan have broad prospects of trade cooperation and with the "Economic Belt",the two countries are expected to build a comprehensive strategic partnership.Although Tajikistan is a less-developed country in Central Asia,and its infrastructure is weak.However,Tajikistan has rich mineral resources and water resources,which forms the natural complementary advantages in economic cooperation between the two country.In addition,due to the specific geographical environment and cultural conditions,Tajikistan becomes an "outpost" to ensure the safety of this area and one of the unstable factors implem-enting the "Economic Belt".Therefore,analyzing security risks and the causes that existed in Tajikistan is of important significance to build the "Economic Belt" properly.Barry Buzan has provided a systematic theory for the security research,in which he extends the content of security research from the initially military-politics to the econ-omic,social and environmental fields.Based on the Waltz’s "people,state,system" la-yer analysis,he also extended the object of security research up to the system,especi-ally extended regional security down to personal safety.Based on this,the propos-ed regional safety complex is also quite instructive.Taking the security theory of Barry Buzan as a study frame,this paper analyzes the security risks existing in Tajikistan.The dispution between Tajikistan and its neighboring countries has basically settled and the security risks are mainly from the nonpolitical-military areas.However,due to their own low security capabilities,tribal political ecology still exists and the military-political risk cannot be ignored.In Tajikistan,the economic structure is relatively fr-gile and the financial environment is sick;Cultural identity,civic awareness are weak and the social development is extremely unbalanced;Also,the ecologicalenvironment of Tajikistan is deteriorating and natural disasters are varying.The disaster warning and handling mechanism still need to be improved while the destructive power is huge.As the domestic economic and cultural environment glooming,coupled with the intense security situation in Afghanistan,the global spread of terrorism and the inter-ention of foreign leading powers,the "three forces" in the Tajikistan activity frequ-ntly,even threat the regional security.Awareing of its own weaknesses,Tajikistan try to improve the investment environment and resolve rising security risks by carrying out domestic reforms and strengthening foreign collaboration.
