After the collapse of the Soviet Union,Tajikistan gained independence on September 9,1991.However,as soon as it gained independence,Tajikistan became chaotic and began its civil war.The civil war ended in 1997.After the country stabilized in 1997,Tajikistan began to develop gradually.National Development Strategy of the Republic of Tajikistan for the period up to 2030 was developed according to the provisions of the Constitution of the Republic of Tajikistan,Law of the Republic of Tajikistan?On state forecasts,concepts,strategies and programs of socioeconomic development of the Republic of Tajikistan?and in line with the long-term country development goals and priorities,referred to in the Address the President of the Republic of Tajikistan,His Excellency Emomali Rahmon to the Majlisi Oli of the Republic of Tajikistan in 2014 and 2015.The given document has been drafted,taking into account changes that have occurred in the country and in the world in recent years,and in particular,the impact of the global financial and economic crisis 2007-2009 on the national economy.NDS-2030 also takes into consideration the Republic of Tajikistan's international commitments on the Agenda of the XXI century and Sustainable Development Goals(SDGs),approved at the 70th session of the UN General Assembly in September 2015.In September 2013,Chinese President Xi Jinping initiated the concept of the "Belt and Road" initiative in his speech at Nazarbayev University in Astana,Kazakhstan.Once the initiative was launched,it attracted wide attention and repercussions globally.Most countries included in the "Belt and Road" initiative have joined and supported it.After the Silk Road Economic Belt Initiative was launched,Tajikistan officials immediately realized its significance to the country's development and showed a strong willingness to cooperate on the Silk Road Economic Belt concept.Tajikistan is the first country in the world to sign a memorandum of understanding with China to jointly promote the construction of the Silk Road Economic Belt.Since the construction of the Silk Road Economic Belt,the heads of state of the two countries have held successively.8 The two meetings promoted the process of co-construction of the Silk Road Economic Belt from early gains and important results to in-depth cooperation.The heads of state of the two countries played a strategic leading role for co-construction and in-depth cooperation,and designed the path and areas for co-construction.In September 2014,Tajikistan President Emomali Rahmon expressed his willingness to actively participate in the construction of the Silk Road Economic Belt and promote pragmatic cooperation in areas such as cross-border transportation of power and mineral transportation infrastructure.In September 2015,the heads of state of the two countries pointed out that the silk Road economic belt cooperation has achieved early gains and is willing to continue to strengthen active cooperation in various fields.On June 9,2017,the heads of state of the two countries emphasized that on the basis of achieving important results in joint construction and cooperation,they will promote cooperation to develop towards high-end innovation and diversification,and strengthen economic policy coordination and development strategies.The tower side expressed its willingness to bring its own development together.Construction docking.On August 31,2017,the heads of state of the two countries stated that they would promote the in-depth integration of the Belt and Road Initiative with the tower 's national development strategy before 2030,implement the China-Tajikistan cooperation planning outline,strengthen infrastructure construction cooperation,and build an all-round interconnected pattern.
