A Study On The Pension Security Problem Of Poor Rural Areas Of Gansu Province Under The Aging Background

In the 21 st century,the population problem has become an urgent problem to be solved in our country.With the increasing number of elderly people,pension problems are increasingly concerned about.Especially in the areas of aging before wealthy,this problem is particularly urgent and sharp.Therefore,concerned about the pension problem,especially the large number of poor rural people's pension problem has become the top priority to solve in the process of accelerating social reform,resolving social contradictions and promoting social welfare.Based on the special economic and social development of the poor rural areas in Gansu Province,this paper adopts the method of case study to select the rural old-age security in Huining County from the perspective of welfare pluralism as the research object.Huining County,as a national poverty-stricken county in Gansu,is a good sample both in poverty problem and pension problem.On the one hand,it is helpful to analyze the existing pension situation and predicament in poverty-stricken rural areas of Huining County,and then find out the existing problems.Futhermore we can speculate the current situation of pension and the common problem of poverty-stricken rural areas in Gansu and western China,which is helpful to explore the focus and direction of the future rural pension problem.On the other hand,it is conducive to solve the rural pension in Huining County by analyzing of process and reason of the rural pension problmes formation in Huining County and proposing relevant advice and recommendations.The study found that there are five forms of rural pension in Huining County-family pension,land pension,collective pension,"insurance" pension and "subsistence allowances",in which the family pension and the land pension are the most common ways.But with the economic and social environment changes,the traditional family pension and land pension is also facing the danger of digestion.In the process of alternating old ways and new ways,not only the government need to increase investment,but also the market,enterprises,social organizations,communities and other diverse entities need to participate in this process and they can provide more social resources,increase welfare.With the help of government and social resources,the rural pension problem in poverty areas can be improved as soon as possible.
