Research On Rural Anti-poverty From The Perspective Of Social Security

Since China’s reform and opening up, the issue of elimination of rural poverty has gain greatachievements in our country, the implementation of policy at all levels of government concerningpoverty not only lays a solid foundation for entering and building a well-off society to all the1.3billion Chinese, but also promotes the development of poverty alleviation in the future. However,the problem of rural poverty has been one of the social focusing problems in our country. After thetransitional period, the various anti-poverty policy of the government which is ineffective hasleading the governance of rural poverty work in trouble. Based on the summary of poverty andrelated knowledge at home and abroad, and on the basis of in-depth understanding of China’santi-poverty policy, the thesis takes the issue of Guangling county’s rural anti-poverty as the studyobject, tries to put forward some effective means and optimized recommendations for the regionfrom the perspective of social security which are supposed to shed some light on the futureanti-poverty work for the local government.In this thesis, the author takes the issue of rural poverty of Guangling county as the studycontent, explores the relationship between social security and anti-poverty, on the bases of thesummary on anti-poverty practice of this area in recent years, namely the summary on social andeconomic situation of Shanxi Guangling county, the condition of rural poverty and anti-povertyinitiatives as well; concludes the main problems existing in the anti-poverty practice of Guanglingcounty as the following: firstly, Guangling County’s living standards lower, failed to achieve theneeds of the poor; secondly, the effect of medical relief is limited, poverty still exists; finally,educational aid has not been satisfied, drop off happen frequently, based on what the needs of lifeassistance, medical assistance, education assistance and employment training of the poor inGuangling county come into being, and leads to some innovative opinions and suggestions onanti-poverty practice for the future work of Guangling county government.Through the study, the author gains several ideas of the future anti-poverty practice for ShanxiGuangling, namely, the combination of life assistance and ability of self-development, thecombination of medical assistance and the improvement of medical insurance, the combination ofeducation assistance and the development of occupation training as the novel solutions foranti-poverty. At the same time, the accomplishment of the social assistance system andstrengthening of the social management also accounts greatly for the future work of GuanglingCounty anti-poverty. The author hopes that the study can provide certain valuable suggestions forthe future work of Guangling county and the national anti-poverty work as well.
